The Strategic Communications Project Manager will provide leadership and support for a division in NAVSEA. The ideal candidate will have at least 10 years of Strat Comm experience and 5 years of project management experience. If you do not have an active DoD Secret clearance or higher, you will not be considered for the role. This role is hybrid with three days working onsite at the Washington Navy Yard and two days remote.

Desired Skills and Experience:
• DoD Secret clearance;
• Bachelor’s degree;
• Must have 10 years of Strategic Communications experience and 5 years of Project Management experience;
• Experience leading complex projects and managing cross-functional teams including graphic design and web development;
• Record of accomplishment in creating and implementing communications plans, strategies, and tools that include target audience strategies, marketing, advertising plans, and collateral material development;
• Experience working with the Department of Defense (DoD);
• Proficient in Adobe Creative Cloud;
• Expertise in using project management tools and software (e.g., MS Project/Planner, Jira, Asana, Trello, Basecamp, etc.).

Responsibilities:
• Collaborate directly with the client (O6);
• Lead three to five Strat Comm consultants to support the Directorate, driving reporting activities, and reinforcing their mission and vision;
• Establish and maintain clear, consistent, and aligned communications across internal and external stakeholders;
• Develop and implement a reporting playbook, including tools for executive reporting, congressional briefing, website updates, leadership vector checks, and social media campaigns;
• Identify and map target audiences, refine key messages, and assess communication channels;
• Develop messaging guidelines, define delivery schedules, and establish evaluation metrics.
