We are seeking an experienced Proposal Manager who is interested in occasional, part-time 1099 consulting work. Specifically, this person may be engaged on a series of short-term assignments to develop high-quality and compelling proposals in response to government solicitations. The Proposal Manager will play a crucial role in coordinating cross-functional teams, ensuring compliance with all requirements, and delivering winning proposals that align with our business objectives.
This role can be done remotely, but we are ideally seeking candidates local to the DC Metro region. The role offers flexible hours and can be done in addition to another job.
Responsibilities:
Proposal Leadership:
• Manage the entire proposal development process to submission of the final proposal.
• Collaborate with subject matter experts, capture managers, and other stakeholders to develop a
comprehensive proposal strategy.
Team Coordination:
• Coordinate proposal development teams, ensuring effective communication and collaboration among team members.
• Conduct proposal kick-off meetings, review sessions, and other necessary team interactions to drive
the proposal process forward.
Compliance and Quality Assurance:
• Ensure all proposals comply with the requirements outlined in the solicitation documents.
• Conduct thorough reviews of proposals to ensure accuracy, completeness, and adherence to
established quality standards.
Content Development:
• Oversee the development of compelling and well-articulated proposal content, ensuring alignment
with customer needs and evaluation criteria.
• Work closely with technical and subject matter experts to translate complex information into clear and
persuasive proposal language.
Proposal Schedule Management:
• Develop and maintain proposal schedules, ensuring milestones are met and deadlines are consistently
achieved.
• Identify and mitigate potential roadblocks to maintain the proposal timeline.
Continuous Improvement:
• Stay informed about industry best practices and trends in proposal management.
• Provide feedback and recommendations for process improvements to enhance the efficiency and
effectiveness of the proposal development process.
Our Ideal Candidate Will Have:
• Proven track record of successfully leading and winning complex proposals.
• Strong understanding of government procurement processes and regulations.
• Excellent written and verbal communication skills.
• Ability to manage multiple proposals simultaneously in a fast-paced environment.
• Proficiency in proposal development tools and Microsoft Office Suite.
Basic Qualifications:
• At least 5 years of experience in proposal management within the Government Contracting industry.
• Bachelor's degree preferably in either a technical or communications related discipline
Preferred qualifications:
• Master's or higher degree in Information Technology, English, or Journalism
