RAND is seeking a Financial Operations Manager to manage all US financial operations for Workplace Services and Real Estate (WSRE). Reporting to the Vice President, Workplace Services and Real Estate, this position may perform any or all of the following duties:

Salary range: $102,800-$156,500

RAND is seeking a Financial Operations Manager to manage all US financial operations for Workplace Services and Real Estate (WSRE). Reporting to the Vice President, Workplace Services and Real Estate, this position may perform any or all of the following duties:
- Manage WSRE financial operations. Design and implement policies and procedures as well as processes and controls to manage internal procurement, payment, accounting and reporting for WSRE departments in conformance with all relevant RAND and DCAA policies and procedures.
- Provide direct supervision, including performance reviews for business office staff.
- Directs other WRSE staff at all US locations on financial operations duties for procurement, invoicing, receiving and other related tasks.
- Provide financial oversight for all RAND real estate leases; interpret lease contract terms to assure compliance with rent payment obligations, rent escalations, operating expense pass-throughs, parking and other claims.
- Continuously audit invoices and payments for proper approvals and conformance with RAND purchase order and contract terms.
- Support work with external auditors as required.
- Manage department timekeeping in conformance with RAND timekeeping policy.
- Design and implement corrective actions and process improvements to maintain very high integrity and fidelity of business office operations.
- Manage $34 million annual operating, real estate and capital budget planning and reporting.
- Prepare $29.5 million annual operating and project budgets and supporting staffing plans in consultation with department managers.
- Develop and report annual capital expense cash-flow plans.
- Continuously audit and report variances to operating plans to department and financial operations stakeholders.
- Provide information and direction to Directors to correct budget variances as required.
- Provide financial and business analysis support to senior management
- Analyze financial trends and provide direction for future capital expenditures and cost-reduction opportunities. Use data to provide insight and recommendations on short and long-term options for budget projections. Identify, develop and execute analysis of financial initiatives, technology applications and new service contract offerings.
- Uses expertise to extract and report complex analysis of enterprise data pertinent to FRE operations. Measure and report WSRE metrics to RSO executive management.
- Operate across a full spectrum from very detailed/near term issues, through to longer term strategic direction involving capital expenditures. Exploit an understand of the interrelationships of RAND business processes and technological applications used at RAND/WSRE. Responsible for driving continuous improvement opportunities with WSRE Directors as well as RAND financial colleagues.
Qualifications
- Demonstrated knowledge of advanced MS Word, knowledge of MS PowerPoint; familiarity with MS SharePoint, MS Access; strong working knowledge of MS Excel required
- Solid understanding of financial statistics and accounting principles
- Solid understanding of capital purchasing, lease and contract language
- Excellent written and verbal communication skills
- Requires a minimum of 3 years supervisory experience
- Strong understanding of overall Facilities operations; ability to work effectively across organizational lines and in collaboration with a variety of individuals and groups
- Demonstrated knowledge of Facilities systems and databases
- Strong detail orientation, demonstrated problem-solving skills
- Familiarity with processes related to project management
