We are looking for a Financial Management Analyst to join our team to support the Mid-Range Capability program.

The successful candidate will serve as a Financial Management Analyst responsible for planning, managing, reviewing, and coordinating the program planning, execution, evaluation, and financial management functions of the assigned program. The Financial Management Analyst will coordinate with the Product Office Management in the development of and implementation of plans and objectives to ensure that actions are in keeping with the overall objectives of the program. Also, be responsible for conducting review and analysis of program progress to determine the status of resources, coordinating special and recurring reports, and may include responsibility or any portion(s) of the financial management/budgeting program. Perform a continuing evaluation and analysis of assigned program areas to reflect program status and identify areas requiring top management attention. Develop a methodology for collecting, reviewing, and analyzing data from contractors and Government activities and develop and present program data for program reviews through DOD levels for presentations, conferences display, and other management purposes. Collects pertinent management data from sources within the Product Office, various Government activities, and private industry. Review and analyze program and project schedules, technical and managerial reports, financial reports, and other pertinent data to determine program status and to provide timely information to supervisor and higher authority where potential or actual slippages occur. Analyzes causes for slippages, determines the impact on the program, confers with technical personnel where technical problems are involved, and recommends actions. Assemble, classify, and summarize reported progress results and present them verbally, graphically, or in written form, indicating the status of program progress, deficiencies, outstanding accomplishments, reasons for deviations from plans, etc. Discusses problem areas with personnel concerned to find reasons for failures to maintain schedules and to discuss remedial action to be taken. Initiates actions to ensure program requirements are met. Recommends and coordinates amendment of the program where changes in missions or requirements necessitate a program change. Identifies the need for correction of deficiencies in resources and advises supervisor on correction actions taken.

Your day-to-day work will include:
  • Determine requirements for reports; develop and recommend reporting systems for dealing with other Government agencies and commercial contractors, which will effectively measure progress against planned actions and internal program progress reporting system within the command management system.
  • Analyzes regulations, directives, and requirements placed by higher headquarters, customers, or the Department of Army regarding reporting progress.
  • Determines the impact of such regulations and directives on current reporting procedures.
  • Determines modifications to existing or proposed reports and reporting methods necessary to properly furnish information. Considers nature, type functions, contents, compiling and requesting organization, and other related information in making determinations.
  • Analyzes frequency of submission to reduce reporting through better scheduling. Surveys reporting procedures to evaluate general reporting structures.
  • Recommends consolidation, elimination, revision, or improving systems considering data available in another form.
  • Determines the degree to which reports are justified in terms of contribution of information, manhours, and cost in preparing reports and effectiveness of procedures.
  • Recommends reporting techniques or methods to ensure that adequate information is furnished.
  • Coordinates the preparation of special and recurring reports covering all aspects of the system review and analysis program as required by higher echelons.
  • Reviews reports, as required, to assure conformance to policy and consonance with data previously released by project personnel.
  • Prepares or provides input to other analysts in preparation of product office briefings/documents and decision papers.
  • Conducts briefings, participates in meetings, and provides advice and assistance to product office management.
  • May perform a variety of duties in any or all phases of the budgeting process related to the development, acquisition, and deployment of the assigned system. This includes duties such as reviewing and analyzing the major phases of the life cycle activities for a variety of programs in terms of major funding such as RDT&E, PA, etc.; compiling, consolidating, reviewing, analyzing, and editing the program work requirements, budgets, and related documentation for the life cycle bases of the assigned weapon system(s) necessary to develop plans covering requirements, schedules, sources, development and production capacities, lead time, etc.; developing improved budget methods, procedures, formats, and justification used in controlling program authority and funding; accomplishing command responsibility of controlling the receipt and distribution of formal program authorization; coordinating, controlling and issuing program directives authorizing work; maintaining central control registers providing a continuous record of program authorization and execution status.
  • Other duties as assigned.

At a minimum you should have:
  • US Citizenship and an active SECRET security clearance.
  • A bachelor's degree in a STEM field.
  • 5-10 years of relevant experience
  • 3 years experience in DoD financial management
  • Comprehensive Cost and Requirement System (CCaR)
  • GFEBS &/or PIEE (SDW/EDA)
  • Knowledge of the operating program and the interrelationship among such programs; knowledge of basic statistical, accounting, and economic principles and techniques; and a knowledge of the principles, practices, procedures, and methods of the Federal budgeting process.
  • Detailed, intensive knowledge of the budgetary policies, precedents, goals, objectives, regulations, and guidelines of the employing component that apply to assigned organizations and programs; the sources, types, and methods of funding for assigned organizations and programs; and budgetary and financial relationships between the assigned budgets and program.
  • Knowledge and skill in the application of methods and techniques or analyzing and evaluating the effects of continuing changes in program plans and funding on the accomplishment of the organization's budget and program milestones.
