- Directs through subordinate federal employees all activities related to CAP and services and provides government oversight of contract deliverables within the CAP.
- Plans, assigns, and directs specific work through direct contact with staff members and through regularly scheduled meetings.

- Identifies and advocates for resources as well as for information and decisions on major work issues.
- Estimates and reports to supervisor and subordinates on progress in meeting milestones and deadlines IA W CNIC Certification standards.
- Ensures subordinates are aware of and participate in team planning and play integral roles in developing final team products.
- Leads subordinates in assessing strengths and weaknesses and leads subordinates in exploring work methods, processes, and procedures.
- Ensures all laws and regulations concerning Merit Systems Principles and Prohibited Personnel Practices are adhered to.
- Provides oversight of treatment services via individual, marital, family or group modalities.
- Provides supervision of risk assessment and case management services and other therapeutic interventions as appropriate for clients.
- Identifies gaps in existing services and provides results and program recommendations to FFSC Director, Regional Counseling and
Advocacy Program Coordinator (RCAP) and Regional Quality Assurance Program Coordinator that includes assessment and treatment related issues. - Identifies problems in administrative procedures that impact the provision of clinical services and provides results and
recommendations to FFSC Director, Regional Counseling and Advocacy Program Coordinator (RCAP), and Regional Quality Assurance Program Coordinator. - Provides crisis intervention services for all CAP. Serves on committees and as a point-of-contact (POC) for child and spouse abuse specific programs and initiatives as deemed appropriate by the FFSC Director.
- Promotes activity related to community collaboration and serves on action groups.
- Liaisons with court services units.
- Performs specific duties as required by Department of Defense (DoD), Office of the Chief of Naval Operations (OPNAV), Secretary of the Navy (SECNAV), Bureau of Medicine and Surgery (BUMED), and all CAP instructions and standards.
- Keeps the FFSC Director apprised of any problems within the Department/Program.
- Also advises FFSC Director of any CAP cases which are high risk or are of potential media or command interest or require consultation at higher levels within the organizations. Complies with protocols relating to high risk and high visibility cases.
- Serves as the primary or alternate Family Advocacy Representative (FAR), CAP representative attending, coordinating or assisting in coordination of various meetings and committees.
- Coordinates or assists in coordinating installation Incident Determination Committee (IDC) Meetings.
- Coordinates and Chairs the Installation Clinical Case Staffing Committee (CCSM).
- Coordinates the Quarterly Installation Family Advocacy Committee (FAC) and ensures membership and training requirements are met.
- Serves as the mental health representative on the Sexual Assault Case Management Group (SACMG).
- Serves as the Technical Assistant (TA) for CAP services and contract CAP employees.
- Completes quarterly quality assurance reports, analyses trends and outcomes.
- Assures all CAP CNIC certification standards meet compliance.
- Collaborates with other FFSC clinical providers and supervisors to ensure a coordinated approach to service delivery.
- Performs other duties as required.

- Position requires employee to obtain/maintain eligibility for a Secret security clearance. which includes a background investigation containing no convictions of sexual assault or domestic violence, and a credit check.
- Child Care National Agency Check and Inquiry (CNACI) background check is required due to regular contact with children under the age of 18
- Position is subject to the Health Practitioner Credential Review and Privileging requirements.
- Incumbent must possess a current state license to practice at an independent clinical practice level.
- Must have or be able to obtain and maintain a current state driver's license.
- Must meet Tier III qualification requirements described in current SECNAV Instruction, "Credentials Review and Clinical Privileging of Clinical Providers within Department of the Navy Family Readiness Programs."
- This position may require working evenings and weekends to meet mission needs.

- Proficiency in applying various evidence-based and trauma-informed counseling approaches (e.g., behavior modification, client-centered, rational-emotive, family systems, brief solution focused, and reality therapies), research methods, group dynamics, motivational interviewing, developmental psychology, and family systems therapy to counsel individuals and groups.
- Professional knowledge of and skill in applying laws, rules, regulations, policies, procedures, directives, and instructions governing child and spouse abuse and family violence issues and professional knowledge of family violence dynamics to identify situations of family violence, conduct risk assessments and coordinate safety planning.
- Thorough knowledge of the CNIC Fleet and Family Support Program and comprehensive knowledge of military lifestyles including common stressors (e.g., frequent separations, high stress working environments, etc.) to effectively modify treatment programs to meet the needs of the military community.
- In-depth knowledge of family systems related to patterns of abusive behavior and abuse response, substance abuse, human behavior, human sexuality, attention deficit disorder, and juvenile delinquency and skill in applying the current Diagnostic and Statistical Manual of Mental Disorders to recognize, identify, and assess mental disorders and personal social problems, reach accurate conclusions, and provide appropriate solutions.
- Expert knowledge of and skill in employing various evidence-based and trauma-informed counseling to effectively interview and clinically respond to client's needs, assess suicidal and homicidal risks and substance abuse issues, reach accurate conclusions, and provide appropriate solutions.
- Expert skill in using various verbal communication methods and techniques to maintain cooperative and professional relationships with law enforcement, child protective services, medical treatment facilities, and senior personnel from commands of offenders and victims; present sensitive and controversial information to groups of people; and advise on cases and counseling services.
- Expert skill in using various written communication methods and techniques and using FFSP management information systems and other applicable software and web-based programs to develop and prepare case management memos, correspondence, and reports; document psychosocial assessments, treatment plans, and IDC reports; and develop lesson plans for briefings and classroom presentations
- Ensures FFSP strategic goals, plans and tasks are communicated through leaders/subordinates.
- When work is contracted, provides technical requirements and descriptions of the work to be accomplished; tracks progress and quality of performance IAW Performance Work Statement (PWS); arranges for subordinates to conduct and requires inspections and provides results (acceptability or rejection) of deliverables to FFSC Site Manager.
- Plans work to be accomplished by leaders/subordinates, sets and adjust short-term priorities, and prepare schedules for completion of work.

- Employees (and their family members) who require medical or dental care in Japan may experience severe limitations accessing medical care both on the military installation and the local economy, and also could incur costly medical expenses.

Applicants with minimum qualifications will have:
- State or U.S. territory or license or certification that provides legal authority to provide clinical services as independent practitioner.
- When the state or U.S. territory licensing or certification requirements include a written examination, candidates for privileging must have achieved a passing score on that examination.
- Possess at least a bachelor's, master's or Ph.D degree in behavioral or social science or related discipline along with appropriate years of experience. Specific clinical fields include: Marriage and Family Therapy from a program accredited by Commission, Accreditation for Marriage and Family Therapy Education (COAMFTE), Social Work from an accredited school or Psychology from a doctoral program approved by APA or an equivalent degree.
- Must have engaged in two years post licensure, that includes at least 2,000 hours post licensure or 4,000 hours post graduate degree, full-time clinical experience in a clinical setting.
- Two years of experience working in the field of child abuse and domestic abuse.
- Certification as an Accredited Financial Counselor (AFC)
- Experience with developing or implementing a program of direct counseling assistance to military members or their families, such as financial literacy, credit management, savings and investments, consumer affairs, debt liquidation, financial counseling, budget counseling, and financial related topics
- Experience with assisting military members or their families with personal financial management counseling and information services
