JOB SUMMARY: We are seeking a highly motivated and detail-oriented Contracts/Procurement Administrator to join our team. The Contracts Procurement Specialist will ensure that contracts and purchase orders are properly negotiated, executed, and managed. The successful candidate will work closely with cross-functional teams, vendors, and suppliers.  Location: Must be able to work on-site in satellite office in Colorado Springs, CO or the corporate office in Oklahoma City, OK.



PRIMARY DUTIES: 

Manage the entire lifecycle of Contracts, Subcontracts, Purchase Orders and other contracting documents (Consulting Agreements, Non-Disclosure Agreements and Teaming Agreements, et).
Draft and revise contracts and subcontracts for contract modification, negotiate and coordinate additions, deletions, and modifications to contracts, subcontracts and purchase orders.
Reviews solicitation requests to ensure compliance with terms and conditions.
Coordinate approval of negotiations, contracts, subcontracts, and purchase orders with Director of Contracts and within established authority.
Preparation and dissemination of reports and other contract information for submission to Director of Contracts.
Interacts with customer/client contract administrators to negotiate terms and conditions of service agreements, including but not limited to payment terms and indemnification provisions.
Collaborate with internal departments, including legal, finance, and operations to develop procurement strategies and ensure compliance with company policies and procedures.
Monitor contract performance and compliance, ensuring all parties fulfill their obligations and contractual requirements.
Provides day-to-day oversight of the contract administration process.
Manage supplier relationships and performance issues.
Maintain accurate and up-to-date contract/procurement records and documentation, including contract changes, renewals, and amendments, including but not limited to negotiation, correspondence, documentation, certification, financial reporting, and product delivery per overall contract requirements. Creating and maintaining appropriate Record Management processes that are in line with the company’s vision.
Modifies contract schedules and takes part in vendor agreement negotiations as needed.
Maintains current knowledge of relevant contractual procedures and practices.
Monitor expenditures on cost, incentive, and certain fixed price contracts requiring funds control.
Perform analysis and use risk management techniques to establish a plan for monitoring contract performance and to provide appropriate insight into selected contractor systems or procedures.
Perform contract closeout activities including requesting and reviewing closeout packages and performing final voucher review
Monitor contractor performance for compliance with applicable laws, data reporting requirements and payment provisions.
Communicate with contractor for contract progress review of assigned contracts.
Monitor expenditures on cost, incentive and fixed price contracts requiring funds control; reports on anticipated over order to report on anticipated over/underrun of estimated costs
Advise, counsel, and provide technical guidance/instruction to team members regarding contract administration functions.
Monitor contractor compliance with cost accounting standards to ensure proper proposal documentation is received.
Review contractor proposals for required cost and technical analysis in order to achieve acceptable pricing.

REQUIREMENTS:

Proficient computer skills including Microsoft Office Suite, SharePoint, or similar software.


PREFERRED EXPERIENCE:

US Department of Defense (DoD) contracting and compliance experience.
Proficient knowledge of practices, procedures, and processes involved in government contracts/subcontracts/and purchasing.
Working knowledge of relevant laws, regulations, terms and conditions, and policies governing contracts, including FAR, DFAR, and CAS.
Strong administrative, written and communication skills.
Pricing experience.
Experienced working on Government Contracts, Subcontracts, and Purchase Orders.
Ability to work independently and produce in a fast-paced team environment.
JAMIS or other like ERP system experience.


RELEVANT EXPERIENCE: 3 to 5 years of relevant experience with strong understanding of procurement principles, contract vernacular, and contract management. 



EDUCATION: Bachelor’s degree or equivalent experience in contract, business, administration, accounting or a related discipline. 



SECURITY CLEARANCE: Secret Clearance or the ability to obtain.
