Job Title: Communications Lead
Location: Chantilly, Virginia
Clearance: TS/SCI with full scope polygraph required for consideration
Overview: We are seeking a dynamic and experienced Communications Lead to manage the communication efforts of a large-scale, enterprise-wide Human Resource Information System (HRIS) integration project. This project is classified and based in Chantilly, Virginia. The Communications Lead will be responsible for creating and executing a comprehensive communication strategy, crafting key messages, and ensuring timely and clear communication of IT-specific aspects of the HRIS upgrade. The ideal candidate will be adept at facilitating cross-functional teams, engaging with customers, and briefing senior leadership.

Key Responsibilities:
1. Communication Strategy Development:
◦ Design and implement a comprehensive communications plan focused on the IT-specific elements of the HRIS system integration.
◦ Collaborate with project leadership, IT teams, and HR stakeholders to understand key updates and challenges to communicate effectively.
◦ Identify key communication channels, timelines, and messaging strategies tailored to various internal stakeholders.
2. Content Creation:
◦ Develop, edit, and maintain various communication materials including articles, quick reference guides, infographics, webpage content, and presentations to support system integration efforts.
◦ Craft clear, concise, and engaging content that distills complex technical information for both technical and non-technical audiences.
◦ Ensure content is aligned with the overall project objectives and meets the needs of different target groups within the organization.
3. Stakeholder Engagement:
◦ Facilitate working groups and customer engagement sessions, ensuring all stakeholder groups (end users, IT teams, leadership) are kept informed and involved in the project.
◦ Coordinate regular check-ins with leadership to provide updates on progress, risks, and key achievements.
◦ Foster an environment of open communication, addressing concerns and inquiries from users and stakeholders.
4. Senior Leadership Briefings:
◦ Prepare and deliver communication briefings to senior leadership, summarizing the progress, risks, and milestones of the system integration.
◦ Provide actionable insights and strategic recommendations to senior leaders on how best to support the communication and change management process.
5. Customer Outreach and Support:
◦ Develop and execute customer outreach strategies to ensure all impacted employees and departments are well-informed and supported throughout the HRIS integration process.
◦ Provide clear guidance to employees on system changes, new processes, and key updates.
◦ Implement feedback mechanisms to understand user concerns, providing proactive solutions and updates as necessary.
6. Training and Change Management Support:
◦ Ensure communications are aligned with broader change initiatives.
◦ Assist in the development of training materials, ensuring employees are well-equipped to navigate system changes.
◦ Promote awareness and participation in training programs, ensuring effective uptake of new processes and systems.
7. Metrics and Reporting:
◦ Track and measure the effectiveness of communication efforts and adjust strategies as needed to improve engagement and outcomes.
◦ Develop regular reports on communication activities, highlighting successes, challenges, and areas for improvement.

Required Skills & Qualifications:
• Bachelor’s degree in Communications, Public Relations, Information Technology, or a related field.
• Minimum of 10+ years of experience in a communications or customer outreach role, ideally in the context of classified IT programs
• Strong understanding of IT-related communication
• Proven experience in developing and executing successful communication strategies for complex projects.
• Excellent writing, editing, and presentation skills, with the ability to translate technical jargon into clear, digestible content for various audiences.
• Experience with a range of communication tools and platforms, including internal communication systems, SharePoint, and content management systems.
• Ability to work effectively in a fast-paced, classified, and often high-pressure environment.
• Demonstrated ability to manage relationships with senior leadership and diverse project teams.
• Strong facilitation skills with experience in leading working groups and engaging with a wide range of stakeholders.
• Knowledge of change management principles and practices is a plus.

Desired Qualifications:
• Experience in HRIS implementations (Oracle, Peoplesoft) or system upgrades in a classified or sensitive environment is desired, but not required.
• Certification or training in communications or project management methodologies (e.g., PMP) is preferred.
• Experience in a Program or Project Management role
