Koniag IT Systems, LLC, a Koniag Government Service Company, is seeking a Senior Human Capital Analyst with a Current/Active Secret security clearance and be upgradable to Top Secret/SCI security clearance to support KITS and our government customer in Arlington, VA.

Koniag IT Systems, LLC, is searching for an exceptionally talented Senior Human Capital Strategy Analyst to assist a DoD client in standing up a new Digital Talent Management (DTM) Office within the DoD Office of the Chief Digital and Artificial Intelligence Office (CDAO). This opportunity offers the chance to serve as Human Capital Strategy Analyst to the CDAO's Functional Community Management efforts and assist with workforce planning that results in a tailored approach to investments in the Defense Digital Workforce. The successful candidate will be capable of assisting the CDAO DTM team with all aspects of the design, development, implementation, and evaluation of innovative human capital programs, governance and policies for digital talent across the Department.

Essential Functions, Responsibilities & Duties may include, but are not limited to:
  • Perform duties utilizing action officer skills to formulate recommendations, develop and present material and submit written information to inform leaders in the decision-making process.
  • Use a variety of quantitative and qualitative methods to analyze organization data and provide expert advice with respect to statistical, operational, and data management issues.
  • Identify related patterns and trends within the Department of Defense and recommend programming, procedural, and policy improvements to optimize career program and functional community management.
  • Share expertise to inform and improve on assigned initiatives, using experience and expertise in the areas of education and workforce policy; workforce planning and analytics; human capital strategic planning; program design and evaluation; or organizational change.
  • Participate in developing functional competencies, both technical and nontechnical, for applicable occupational series and integrate them into workforce planning requirements.
  • Identify suitable training to close competency or training gaps and incorporate competency-based lifecycle management to create a highly professionalized digital workforce.
  • Provide design and execution support to CDAO's education and workforce initiatives, including data collection methodologies, performing quantitative and qualitative data analyses, composing well-written, data-driven reports, and preparing briefings for senior-level audiences.
  • Maintain cognizance of relevant data, analytics, and AI education and workforce trends and best practices across the Department, federal government, and industry.
  • Deploy strong interpersonal and consultative skills to build relationships and interface with leaders
  • internal and external to the DoD.
  • Support CDAO's talent management "big play" through program design and evaluation and preparing briefing materials.

Qualifications:
  • Expertise in action officer tasks and processes, and abilities to formulate recommendations, develop and present material, and submit written information to inform leaders in the decision-making process.
  • 10+ years of experience in education and workforce public policy research, design, analysis, and execution or in organizational talent management program design and execution.
  • Strong familiarity and experience with analyzing, clearly displaying and cataloging results with at least one data analysis tool, in a statistical analysis language or package such as Python, R, SPSS, STATA, or SQL, or Excel and Google Sheets (including pivot tables, vlookup, etc.).
  • Demonstrated research, data analysis, critical thinking, and oral and written communication abilities including experience designing and performing quantitative and qualitative data analyses, composing well-written, data-driven reports, and preparing briefings in concise form to senior-level audiences.
  • Demonstrated ability to collaborate and work effectively on teams contributing to multiple projects in a fast-paced, high-intensity, team-oriented environment.
  • Expertise and/or experience in technology policy, education and workforce policy, or labor economics.
  • Knowledge of artificial intelligence, machine learning, and data science concepts, methodology and techniques.
  • Strong facilitation skills and the ability to build relationships and interface with senior level leaders across the organization.
  • Positive can-do attitude, willingness to take initiative, and ability to quickly adapt to the evolving needs of the team.
  • Knowledge of military and civilian occupational taxonomies, including special identifiers.
  • Advanced MS Word, PowerPoint, Excel, and Outlook application skills.

Desired Skills:
  • Expert level skill in action officer skills sufficient to formulate recommendations, develop and present material, and submit written information to inform leaders in the decision-making process.
  • Prior Federal government, professional services, or Federal consulting experience
  • Experience integrating enterprise strategic human capital efforts aligned to various overarching governing requirements (e.g., Government Performance and Results Act, National Defense Strategy, President's Management Agenda, etc.).
  • Experience leading and/or developing organizational wide metrics for strategic human capital efforts (e.g., HR Stat, Human Capital Operating Plans, Employee Viewpoint Survey, etc.).

Education:
  • Bachelor's degree in a relevant field, such as public policy, economics, statistics, business, data science, or industrial/organizational psychology (master's degree in in related field preferred)

Security Pre-Requisite:
  • To be considered, must have a CURRENT/ACTIVE SECRET security clearance and be upgradable to TOP SECRET/SCI.

Office Location and Travel:
  • Hybrid Remote with office in Arlington, VA
  • Travel on an as-needed and as-required basis to fulfill mission objectives
