Job Summary:
We are seeking a skilled and detail-oriented Facility Manager / Laboratory Support Technician to oversee the day-to-day operations, maintenance, and support of an Air Force Research Laboratory (AFRL) facility. This role involves managing laboratory and office spaces, ensuring the operational readiness of equipment, and coordinating support for various research programs. The ideal candidate will have experience in facility management, equipment and IT management, and laboratory support, with a focus on safety and compliance.
Key Responsibilities:
- Facility Management & Maintenance:
- Manage and maintain the AFRL facility, including offices, laboratories, and highbays.
- Perform regular and emergency maintenance on laboratory equipment.
- Coordinate and escort KAFB personnel for facility access and maintenance activities.
- Ensure cleanliness and safety of the facility through general housekeeping and grounds management.
- Perform alterations and modernization of laboratory facilities, working with Base Civil Engineer and AFRL/RVOI personnel.
- Maintain laboratories in a safe, clean, and organized manner.
- Equipment & IT Management:
- Manage multiple equipment and IT accounts, ensuring operational readiness and compliance with applicable regulations.
- Oversee and manage the Consolidated Tool Kit (CTK) program, as well as the Test, Measurement, and Diagnostic Equipment (TMDE) program.
- Support calibration, repair, and maintenance of laboratory measurement equipment.
- Manage logistical support for AFRL programs both on and off-base.
- Identify and procure necessary test articles, spare parts, consumables, diagnostic equipment, and data acquisition systems.
- Research & Experimental Support:
- Provide directed support for High Power Electromagnetic (HPEM) technology and systems research.
- Assist with the design and fabrication of experimental hardware, breadboards, and brass boards.
- Perform operational tests on HPEM systems and related equipment.
- Assist in test site design and configuration, including setup, teardown, and on-site operations (approximately 25% of the time spent in the field).
- Compliance & Safety Programs:
- Implement and manage Electrostatic Discharge (ESD) and safety programs for the facility.
- Support government inspections, ensuring compliance with Bioenvironmental, AFRL QA, and DET 3/SE requirements.
- Maintain eyewash stations and ensure compliance with safety standards.
- Conduct regular inspections and maintain up-to-date government checklists.
- Logistics & Inventory Management:
- Manage logistics support stock inventories and component stock locations.
- Oversee long-term storage (LTS) in line with AFRL requirements.
- Maintain AFTO 244s (Industrial/Support Equipment Record) and manage equipment inventories.
- Oversee and manage vehicle programs, including qualifying and operating forklifts and managing assigned program vehicles.
- Other Duties:
- Perform equipment custodianship duties for both CA/CRL and ITE accounts.
- Develop and coordinate purchase requests through the appropriate procurement processes.
- Participate in planning the physical layout and organization of laboratory facilities.
- Operate and manage facility cranes, hoists, and slings.
- Assist with the assembly of clean rooms, target chambers, and test chambers as needed
Work Environment:
- Primarily based at the AFRL facility with some fieldwork required (approximately 25% of the time at Kirtland AFB and off-site).
- The role requires the ability to work with a variety of laboratory equipment, tools, and safety systems.
Physical Requirements:
- Ability to perform physical tasks such as lifting, operating forklifts, and using equipment like cranes, hoists, and slings.
Required Qualifications:
- Education:
- Bachelor's Degree preferred, but not required.
- Experience:
- 4-6 years of experience in facility management, laboratory support, or a similar role.
- Experience working in a government or research environment is a plus.
- Experience with High Power Electromagnetic (HPEM) technology or related research fields is desirable.
- Clearance:
- Ability to obtain and maintain an active DoD Secret Clearance.
- Skills & Abilities:
- Strong organizational skills and attention to detail.
- Knowledge of facility and equipment management, including maintenance, repair, and calibration of laboratory equipment.
- Proficient in logistics and inventory management.
- Understanding of safety regulations, compliance requirements, and government inspection procedures.
- Ability to work independently and as part of a team in both laboratory and field settings.
- Ability to operate forklifts, cranes, hoists, and other facility equipment.
- Experience:
- Experience in managing Consolidated Tool Kits (CTK) and Test, Measurement, and Diagnostic Equipment (TMDE) programs.
- Previous experience with Electrostatic Discharge (ESD) and safety programs.
- Experience with the design and fabrication of experimental hardware, breadboards, and brass boards.
- Technical Skills:
- Familiarity with operational testing and troubleshooting of High Power Electromagnetic (HPEM) systems.
- Experience with field test site design, configuration, and operations (setup, teardown, and on-site testing).
- Proficient in maintaining and managing laboratory-based sources and ancillary equipment.
- Additional Skills:
- Ability to develop and coordinate purchase requests through the appropriate procurement processes.
- Experience in managing logistics support inventories and component stock locations.
- Ability to support government inspections, including Bioenvironmental and AFRL QA inspections.
