- Perform planning and analysis at theater, operational, and tactical levels to support COMNAVEUR mission
- Support includes but is not limited to development of schedules, plans of actions and milestones (POA&M), creation of products for planning, coordination, collaboration, or presentation, and other duties as assigned
- Identify gaps, seams, and opportunities to integrate, share, or otherwise leverage relevant systems, improve MCM capability or other warfare areas as directed
- Manage portfolio of all maritime capacity building efforts in European theater, including foreign military sales, cooperation (Title 10) and security assistance (Title 22) portfolios, toward accomplishment of Maritime Support Plan and Maritime Security Cooperation Strategy objectives
- Serve as liaison between Navy program managers in Offices of Defense Cooperation and NAVUER staff for program coordination
- Assist ODC’s in identifying maritime capability requirements of partner nations armed forces and maritime services based on intelligence reports, assessments, situation updates, and partner nation requests that are consistent with NAVEUR Maritime Support Plan
- Describe capability requirements, through an operational lens, to the security assistance enterprise and program management offices. Facilitate generation of creative solutions, describing how proposed security assistance items meet capability requirements
- Identify, coordinate, and advise on potential funding sources and authorities required for acquisition, transfer, training, and sustainment or security cooperation and assistance items, aligning toward Maritime Support Plan objectives
- Coordinate with NAVEUR N53 program managers to track progress of SC/SA proposals through the DoD approval chain, identifying issues and providing potential solutions
- Assist the government with mission analysis, to include translating higher headquarters guidance from strategy to task, development courses of action (COA), contingency options, analyzing risks, and recommending mitigation options
- Ensure design of plans and initiatives contain the assessment elements necessary to generate meaningful feedback and provide on-track/off-track evaluations of progress
- Provide technical and tactical subject matter expertise to support government initiatives
-Identify and document relevant doctrine, organization, training, materiel, leadership and education, personnel, facilities, and policy (DOTMLPF-P) issues, and make recommendations for improvements which would benefit the warfighter
