Job Description
The Operations Specialist is responsible for providing Subject Matter Expertise (SME) and technical support for the Collaboration at Sea (CAS) and Coalition Communications programs. This role involves identifying and resolving deficiencies in service, support, training, and fleet readiness. The Contractor will analyze IT systems, provide recommendations for technical direction, and support planning, coordination, and implementation of IT capabilities. The position requires expertise in system security, configuration management, and change management while ensuring compliance with evolving technological advancements. Additionally, the Operations Specialist will generate reports, participate in technical discussions, and provide guidance on policy and operational improvements. Position Responsibilities:

Technical Support & System Management
- Provide SME-level technical assistance in Collaboration at Sea (CAS) and Coalition Communications software, hardware, and cloud architectures.
- Assist in configuration and change management processes.
- Support testing and validation of system updates and new technologies.
Fleet Readiness & Deficiency Analysis
- Analyze service, training, and readiness shortfalls using data from CASREPS, message traffic, post-deployment briefs, and trouble ticketing systems.
- Identify root causes of deficiencies and formulate findings in detailed reports.
- Lead or participate in efforts to resolve technical and operational issues.
- Provide expert recommendations to enhance fleet readiness and operational efficiency.
- Provide expert IT advice and technical guidance to Government entities regarding Coalition IT Systems.
- Assist in developing IT policies, technical directions, and readiness support structures.
- Contribute to IT innovation projects and LAN/WAN network strategies.
- Support planning and development of information system programs related to data exchange and system integration.
- Evaluate and recommend IT capabilities, hardware, and software solutions for current and future operational needs.
- Monitor technological advancements and assess their impact on existing systems and personnel.
- Assess the suitability, technical excellence, and relevance of system proposals and designs.
- Provide oversight for information systems operations, including data management, application programming, and system security policy enforcement.
- Generate reports and maintain reporting systems to support current and future operations in Collaboration at Sea (CAS) and Coalition Communications programs.
Experience Required:
- Bachelor of Science degree in Computer Science, Information Systems, or other Engineering discipline required. (A minimum of 2-yrs of relevant experience in lieu of each year of formal education may be substituted for a formal degree.)
- 10-yrs of experience serving on operational, combatant commander, or joint staffs (e.g., Strike Group, Expeditionary Ready Group, Fleet Command, Regional Command, etc.).
- Experience participating in Joint and Coalition exercises.
- CSWF IAM Level II or Level III Certification.
- ITIL v4 Foundations and ITIL v4 Strategist Direct, Plan and Improve, or ITIL 4 Specialist Create, Deliver and Support.
- Oversight, team leadership, and complex decision-making in qualitative and quantitative operational analysis.
- Expertise in strategic, operational, and management functions.
- Ability to serve as a technical expert in areas relevant to the PWS programs.
- Producing and reviewing technical documentation with detailed program knowledge.
- Recommending and implementing improvements in methods, performance, and product/service quality.
