The Operations Specialist job family is responsible for all activities relating to operations and maintenance associated with plant equipment and systems This position will require versatility, flexibility and adaptability to support the organization as priorities shift. Advanced software skills are necessary. The Operations Support Specialist is responsible for supporting Plant Management through the execution of developing and maintaining metrics, developing, tracking, and providing status of crew proficiency required to support project milestones. This position will assess and analyze activities and operations to verify compliance to the tenets of conduct of operations, conduct of engineering/configuration management, human performance, conduct of maintenance, and commissioning processes. Provides other assessment, mentoring, and assistance where assigned. Develops and maintains procedures, guides, and other documentation as needed. Verifies monitored commissioning, maintenance, and operations activities are compliant to current procedures and processes. Ensures products generated in the course of commissioning, maintenance, and operations activities completed at the project will support a future successful readiness reviews. Support the Management Observation Program. Coordinates assigned tasks to the Operations Support Manager to closure. Provide support for the performance, integrity, and security of the databases used in Operations Support, providing training, troubleshooting, and software optimization. Support the operations drill program and event investigation. Performs document reviews and corrective action response. This individual performs complex assignments and is expected to utilize independent decision-making regarding resolution of problems. This position may coordinate technical and administrative activities with employees in other disciplines and other departments

This position shall be performed under the day-to-day direction, control, and supervision of WTCC

MAJOR RESPONSIBILITIES/DUTIES/TASKS

  • Utilize the readiness process to verify operational readiness of equipment, personnel, procedures, and programs related to a defined project activity scope.
  • Data administration utilizing the Readiness Certification Assurance Process Tracking System (RCAPTS) software to create defined projects, provide affirmation evidence, review and complete affirmations, produce reports and support assessment projects.
  • Responsible for maintaining system software users guides and any other guides, procedures, or other documentation requested by management.
  • Use PowerBI and/or Excel to develop and maintain metrics in the support of project reporting.
  • Review system operating manuals, emergency response procedures, and other operational documents and ensure that they can be effectively implemented by operating staff.
  • Perform assessments and surveillances as assigned.
  • Represent Plant Operations for interfaces with other project organizations on issues affecting operations.
  • Demonstrate an understanding of system design and operation, including environmental, safety, and health aspects and regulatory conformance through completion of assigned operations qualifications.
  • Remain apprised of operational status and ongoing modification activities. Support control of fieldwork in assigned areas, including integration of project activities, repairs, and equipment operations activities.
  • Review safety basis and environmental permitting documents to ensure that requirements can be successfully implemented with planned resources.
  • Support implementation of project wide initiatives affecting plant operations personnel and resources.
  • Develop procedures, work instructions, and training materials as directed.
  • Identify deficiencies and initiate corrective actions as needed.
  • Perform all work safely and with the utmost concern for the safety of self and other employees.
  • Perform all work in compliance with environmental permits and regulations.
  • Perform activities and meet the goals and objectives established by the facility management organization.
  • Develop facility related procedures, work instructions and training materials and support training implementation.
  • Perform Facility walkdowns to support Design, Construction, and Operational needs.
  • Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work to protect self, others, and the environment.
  • Perform duties as a software Program Sponsor (PPS) or Responsible Manager (RM) as assigned.
  • Support software training, troubleshooting and optimization.
  • Support operational drills.
  • Manages Plant Management interfaces with Corrective Action Management system, Project Action Items, and other issues management tools.
  • Responsible for the execution and coordination of activities establishing facility management readiness to operate.
  • Coordinate technical and administrative activities with employees in other disciplines and other departments participating on an assigned project.
  • Conduct periodic management assessments to discover and correct deficiencies and implement improvements.
  • Ensure operating compliance with external requirements such as DOE orders and environmental permits through implementation of WTCC programs and procedures.
  • Develop and maintain metrics assigned the Operations Support Manager and Plant Management.
  • Develop, track and provide status of crew proficiency required to support project milestones.
  • Maintains and drives to closure items identified by the crews during management engagements and direct communication with the ConOps Coaches or other means.
  • Coordination of activities/tasks assigned to the Operations Support Manager.
  • Tracking of Condition Reports and Recommendations assigned to the Operations Support Manager to ensure they are completed in a timely manner.
  • Support the performance, integrity, and security of software databases, in accordance with site software quality procedures.
  • Perform software updates issued by the vendor/developer. Ensures that the updates are tested, and managed through documented, repeatable processes, and is supported by objective evidence. Provide input for enhancements.
  • Identify and report software issues to the vendor/developer and work to get timely resolution.
  • Demonstrates due diligence in identifying and mitigating potential conditions adverse to quality.
  • Provide status updates for assigned processes and activities.
  • Manage contracts that support configuration and licensing of assigned applications.

SUPERVISORY RESPONSIBILITIES
  • May supervise assigned personnel, including assigning complex work, setting work priorities, and evaluating and training.
  • May facilitate scheduling and problem-solving meetings with employees in other disciplines and other departments.


Education: High School Diploma or GED. Associate degree in engineering or science or equivalent education desired. Associate degree in related field may be substituted for two years of experience. Bachelor's Degree in related field may be substituted for four years of experience.

Experience:

Required: Ten (10) years of experience in operations, startup, construction, maintenance, design, or other relevant work experience in nuclear or high hazard waste treatment facilities.

Advanced software skills needed; preferred proficiency in the following or similar software applications: MS Office suite, (e.g., Excel, Word, PowerPoint, Outlook, Access, Visio, Power BI, and Project), Computerized Maintenance Management (e.g., Maximo, CHAMPS), scheduling software such as Primavera, requirements management such as DOORS, checklist applications, such as Chekhov, Enterprise-Safety Oversight Management, etc. Basic programming/scripting knowledge, i.e., SQL PHP, VBA is highly desirable.

A working knowledge and operation of remote/field/control room systems such as mechanical systems, pumps and fluid systems, electrical systems, cranes and hoists, remote waste handling equipment, power manipulators, instrumentation, and associated inspection requirements.

Knowledge of DOE operating policies, rules and regulations, and knowledge of industry codes and standards particularly DOE O 422.1, Conduct of Operations , and DOE O 425.1D, Verification of Readiness to Start Up or Restart Nuclear Facilities, preferred.

PHYSICAL REQUIREMENTS

Performs desk work, including writing, computer workstation processes, and telephone operation. Arranges for and/or performs presentations, oral reports, planning meetings, and other formal and informal contacts, requiring long periods of sitting. Oversees field activities through inspections, testing and equipment operations, which requires walking, standing, bending, and turning along with wearing of personal protective equipment. Occasional loading, transport, and unloading of tools and/or supplies specific to an activity.

This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m.

Must be able to work in the United States without Sponsorship

Must be able to obtain a Department of Energy (DOE) badge for access to the Hanford site.

COMPENSATION & BENEFITS

HIRING SALARY RANGE: $115,543.99 - $182,530.01 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
