The Senior Earned Value Management (EVM) Analyst is responsible for managing and analyzing cost, schedule, and performance data for large-scale government programs. This role ensures compliance with Earned Value Management System (EVMS) standards and provides insight into project health through cost performance metrics, variance analysis, and forecasting. The analyst will support program managers, finance teams, and stakeholders by delivering comprehensive EVM reporting and risk assessments.

Analyzes and documents one or more of a programs process. Designs and develops processes to monitor and measure business performance. Meets with subject matter experts to gather process information and/or requirements. Designs and documents new processes and obtains organizational feedback. Communicates process flows or requirements to staff for software development efforts or as part of procedural training. Creates and develops initiatives to improve performance and productivity. Performs work with a high degree of latitude. Handles the most complex issues.

Responsibilities

  • EVM Implementation & Analysis: Develop, track, and maintain EVM data, including cost and schedule performance indices (CPI/SPI), variance analysis, and risk assessment.
  • Project Monitoring: Provide cost and schedule analysis for government contracts, ensuring compliance with ANSI/EIA-748 EVMS standards.
  • Data Integration: Work closely with finance, scheduling, and program management teams to integrate cost, schedule, and technical performance data.
  • Variance Analysis & Reporting: Conduct root cause analysis for cost and schedule variances, prepare corrective action plans, and present findings to leadership.
  • Forecasting & Risk Assessment: Develop Estimate at Completion (EAC) models and assess project financial risks to ensure program objectives are met.
  • Stakeholder Communication: Generate reports and dashboards for program leadership, contract managers, and government stakeholders.
  • Process Improvement: Support the development and refinement of EVM processes, tools, and reporting standards.
  • Compliance & Audits: Ensure all reporting adheres to DoD, FAR, DFARS, and contract-specific requirements, and support internal and external EVMS audits.

Qualifications

  • Bachelor's Degree in Finance, Business, Engineering, or related field.
  • Minimum of 8-10 years of experience in Earned Value Management (EVM) or financial/program analysis.
  • Extensive experience supporting DoD contracts and Integrated Master Schedules (IMS).
  • Strong knowledge of ANSI/EIA-748 EVMS guidelines and government reporting requirements.
  • Experience with Deltek Cobra, Primavera P6, Microsoft Project, and other EVM tools.
  • Familiarity with NIWC Atlantic programs and installation planning (preferred).
  • Active Secret Clearance.

Skills & Certifications:
  • Proficiency in Microsoft Excel, Power BI, and data visualization tools.
  • Strong analytical, problem-solving, and communication skills.
  • PMP or EVMP certification (preferred).
