The Raytheon El Paso/Fort Bliss Depot organization is looking for a Program Operations Manager (POM) in support of the Patriot R&R and PBL portfolio. This position will partner with a cross-functional program team and the applicable manufacturing sites (factories) to develop and execute a manufacturing strategy that supports business objectives and drives cost, schedule, and technical performance

This position is an onsite role in Fort Bliss, TX.

What You Will Do
  • Partner with program and operations leadership to shape, develop and execute the strategies and objectives of the Patriot repair product line to achieve the cost, quality and schedule goals
  • Collaborate cross-functionally across multiple internal functions within RTX to track a complex set of repair inductions, EDD (Due Dates), Aged WIP and material requirements.
  • Prepare & present information for Monthly Management Reviews, summarizing program status & any on-going issues with plans for resolution
  • Interface daily with factory and program management to communicate operations cost, quality and schedule status, issues/help needed, risks and opportunities
  • Own program On Time Delivery and development of recovery strategies as required
  • Work with program and factory teams to establish accurate Bill of Material (BOM) and executable build and repair plans
  • Manage operations proposal activities including Basis of Estimate (BOE) generation and ensure costs & challenges are understood by operations/factory leadership
  • Work with the PMO and other functions by providing input for Estimate to Complete (ETC) and Estimate At Completion (EAC) projections, to support monthly financial EAC's for all programs


Qualifications You Must Have
  • Typically requires a university degree and 5 years of prior relevant experience, or an advanced degree and 3 years of prior relevant experience.
  • Experience in Operations, Manufacturing, Engineering and/or Program / Project management
  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.


Qualifications We Prefer
  • Customer relationship management including relationship building, collaboration, and execution.
  • Proposal experience with knowledge of cost estimating and TINA proposal process
  • Existing Program Management Certification (PML5)
  • Experience with enterprise resource planning systems (ERPs): APEX, iMRO, CRS, SAP, PRISM/CMES
  • Mechanical or electrical engineering background with knowledge ability to interpret product technical requirements
  • Knowledge of manufacturing processes across product life cycle, preferably in sustainment / depot.
  • Have Raytheon Earned Value Certification or obtain within 6 months of hire

The salary range for this role is 82,000 USD - 164,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company's performance.
