Currently, ManTech is seeking a motivated, career and customer-oriented Junior Program Analyst to join our team at SURFMEPP, headquartered at the Norfolk Shipyard in Portsmouth, Va.
Job Summary:
The Naval Junior Program Analyst supports the the collection, reconciliation, compilation, analysis and presentation of current and historical data to estimate ship repair budgeting for Chief of Naval Operations (CNO). Their work products support the creation of CNO availability specific Ship Sheets and other supporting products that identify and summarize budgetary and execution related maintenance and modernization requirements.
The Surface Maintenance Engineering, Planning, Program (SURFMEPP) maintains, monitors, and refines Class-wide and Individual-Ship Maintenance Plans for all non-nuclear surface ships to ensure material readiness for the projected service life, develop life-cycle strategies to address system upgrades, and fully implement the Class Maintenance Plan into each surface ship's maintenance schedule and availability planning process.

Responsibilities include but are not limited to:
- Collect, review, and analyze information in order to make recommendations to the Government
- Analyze relevant data, which may include budget information, technical information, human resources, program management, or program development
- In the course of preparing recommendations, understand the nature of the organization, the relationship it has with others in the Government, and its internal organization and culture. Report findings and recommendations to the Government including Program Managers and Directors
- Examine budget estimates or proposals for completeness, accuracy, and conformance with established procedures, regulations, and organizational objectives. May employ cost-benefit analysis to review financial requests, assess program tradeoffs, and explore alternative funding methods
- Examine past and current budgets and research policies and financial developments that affect the organization's spending
- Develop guidelines and policies governing the formulation and maintenance of budget data. May conduct training and informational sessions for government agency personnel regarding new Planning, Programming, Budgeting, and Execution (PPB&E) procedures or results
- Utilize EXCEL-based database software applications to create and analyze data tables and charts
- Liaison with SURFMEPP personnel, TYCOM personnel (N43, Type-desk, AWP Managers), and Port Engineers in identifying known maintenance requirements for depot level availabilities
- Liaison with SURFMEPP personnel, and Program Office personnel (PMS 407, PEO-IWS, etc.) in identifying known workload ISO program modernization requirements for depot level availabilities
- Prepare and manage planning and budgeting exhibits which underlie the man-day cost of requirements being programmed for execution
Minimum Qualifications:
- 1+ years of relevant Navy experience
- Experience with harvesting, cleaning and sorting of data from Navy Databases
- Skills in the planning, budgeting, execution of off-ship repair, maintenance, and modernization of Surface Navy Ships
- Performing research and data analysis to identify trends and relevant issues
- Proficient in Microsoft Office Applications (Excel, Power Point, Word)
Preferred Qualifications:
- Database Management
- Performing data validation and quality control checks to show adherence to requirements
- Understanding of Navy Maintenance through Ship Yard experiences such as being on a hull during a Depot Level (CNO Avail) and OFRP
- US Navy surface ship depot level maintenance planning process and associated organizations
- Developing presentations.
- Proficient in Microsoft Office Applications
- Experience with Navy Maintenance databases a plus, especially: Maintenance Figure of Merit (MFOM) applications Navy Maintenance Database (NMD) and Validate, Screen and Broker (VSB)
Clearance Requirements:
- Must have a current/active Secret Security Clearance
Physical Requirements:
- The person in this position must be able to remain in a stationary position majority of the time
- Occasionally move about inside the office to access file cabinets, office machinery, etc.
- Frequently communicates with co-workers, management and customers, which may involve delivering presentations
- Must be able to exchange accurate information in these situations
