Overview
ITility seeks a talented Campaign Analyst Junior/Journeyman to support our contract with the United States Air Force in Europe (USAFE). This role will sit onsite at Ramstein, AFB, Germany. The Contractor shall perform mission analysis using the Advanced Framework for Simulation, Integration, and Modeling (AFSIM).
ITility is a Federal Strategic Integrator (SI), that provides the operation and assurance of Enterprise Information Capabilities in direct support of joint warfighters, senior leaders, and combined mission partners – providing Information Technology (IT) solutions and services, Operations Support, Special Operations Forces (SOF) Mission Training, and Program Management services globally.

Responsibilities
* Conduct database and software analysis, including design and software use. Implement database and software changes and installs upgrades. Develop and implement technical plans for system and software requirements to meet user needs. Develop simulation-based study plans and run matrices that support mission-level analysis. Perform data storage and manipulation of Advanced Framework for Simulation, Integration, and Modeling (AFSIM) or other software output data files to support campaign planning and synchronization. Alter model inputs and code, debug data interactions, and development of HQ USAFE-AFAFRICA concept of operations.
* The Contractor shall also provide technical, analytical, and subject-matter expertise to support HQ USAFE-AFAFRICA/A9 study efforts.
* Apply subject matter expertise and operational experience to concept of operations and mission scenario development to add credibility to United States Air Force (USAF) analyses. Assist in developing integrated warfare and air campaign scenarios. Assist with functional capability analyses.
* The Contractor shall provide assistance to the Government with study plan development, methodology, model enhancements, data configuration control, and research and data collection to support the studies. * This database support includes data transfer and data calibration to/from partner agency modeling tools, as required. The Contractor shall develop and administer the repository of supporting model databases.
* The Contractor shall work with the other mission and campaign-level Air Force toolkit models to ensure that relevant data from those models are in a format compatible with campaign and mission modeling software including AFSIM. When native compatibility from external models is not possible, the Contractor shall design scripts to translate/adapt the data for use in campaign and mission modeling software including AFSIM.
* The Contractor shall provide operations system support to Government-required studies using AFSIM and software to provide pre-production, production, and post-production model runs that accurately portray a given scenario(s), as well as post-processing, specifically, running computer-based models.
* The Contractor shall modify software code, scripts, and databases to complete studies. The scope of these changes will be limited to eliminating bugs and errors and modifying existing functionality to support ongoing studies and analyses. The Contractor shall document maintenance and modification actions in a format agreed to by the Government and shall submit such documentation into the configuration control process as candidates for inclusion in the baseline.
* JUNIOR: Has the knowledge and ability to perform tasks related to the technical professional discipline they are performing. Can complete work either independently or monitored by senior employees, to ensure compliance with proper procedures.
* JOURNEYMAN: Has the knowledge, experience, and ability to perform tasks related to the technical/professional discipline they are performing. Has the ability to work independently and apply the proper procedures and processes related to their area of expertise. Also has the ability to problem solve and troubleshoot various situations and develop successful outcomes within established program/project guidelines.
* The Contractor shall provide a senior-level modeling and simulation specialist to travel to USAFE-AFAFRICA A9 offices annually to provide deep dive training sessions for the Government and database query and code review to support Government analysis as required and approved by the COR. The Government will pay the Contractor for Government-required training as part of the FFP Labor CLIN; travel and per diem costs will be paid on a cost-reimbursable basis IAW the Joint Travel Regulations (JTR).
* The Contractor shall post process model output data using existing model functionality, data reduction programs, scripts, database queries, and analyses tools either developed by the Contractor or provided to the Contractor by the Government.
* The Contractor shall provide output reports and/or briefing/presentation material to address study/analyses findings in a format agreed to by the Government.
* A military mission modeler uses computer-based simulation engineering tools to develop models that simulate specific military missions or operations. These models are tailored to replicate the intricacies and challenges of a particular mission scenario, including objectives, terrain, enemy forces, assets, and potential obstacles.
Performs one or more of the following or related activities:
1) Designs computer simulation software and code to represent military performance parameters.
2) Tests and evaluates computer simulation databases and ensures that simulations are accurately portrays military operations.
3) Assists with functional capability modeling. Specific tasks include but are not limited to the following:
* Maintains databases and collates information in computer-based modeling and simulation software
* Uses computer-based modeling and simulation software to represent blue and red force capabilities
* Models military mission requirements by developing computerized simulation exercises and training events
* Provides configuration management, software code, and documentation computer simulation exercise representations
* Tests, evaluates, and modifies computer simulation databases and source code
* Oversees computer simulation operations to ensure computer and communications systems are accurately portraying military operations
Skillset:
Models engagement and mission plans, data, or systems. Integrates technical information from a variety of sources into various systems; ensures proper systems interface. Collects data for computer-based simulation engineering.
Qualifications:
* Education/Experience: Minimum of Bachelor's degree in a related field and 3 years of specialized experience; OR an associate’s degree plus 7 years of recent specialized experience; OR 11 years of specialized experience.
* Active TS-SCI Clearance
* Prior experience supporting the DoD or the US Military.
* Simulation database experience highly desired.
* Simulation Software experience highly desired.
