Description

Markon is seeking a Plans and Resources Officer to support our Intelligence Customer by providing expert-level resource management to the PMO portfolio

Responsibilities

  • Provide strategic and programmatic plans and budget support to Sponsor activities
  • Support Office in formulating, justifying and defending budget build
  • Assist in the development of group spend plans
  • Stay current with Sponsor and Directorates Resource Management guidance and assist in creating and maintaining baseline practices and procedures that align with the guidance
  • Assist personnel in researching and resolving resource and budget issues and questions wherever possible
  • Prepare supporting documentation for budget exercises, over-guidance, unfunded calls, and re-programming
  • Assist with writing congressional language for submission into the Sponsors' program build.
  • Perform short- and long-term financial trend analyses for the Office
  • Prepare briefings for programmatic activities
  • Collaborate with Directorate's Resource Management Team as required; attend resource meetings
  • Continually interface with executive level management requiring the planning, presentation and briefing of information.


Qualifications

  • Must have an active/current TS/SCI with FS Polygraph
  • Bachelor's degree in related field or 13 total years related experience
  • Exhibit full awareness of financial resource requirements both for the execution year and budget out-years
  • Ability to develop and implement long-range plans to accomplish office goals and collaborate in strategic planning for future years
  • Ability to prepare budget exercise submissions; assimilate information about program goals, requirements, costs, and schedules; ensure that submissions are rational, defensible and executable
  • Experience proposing and implementing resource realignment as required or in response to unplanned situations.
  • Broad comprehension of relevant statues, regulations, and policies in resource utilization and in the budget development process.
  • Ability to construct and maintain background documentation on programmatic and resource analyses, discussions, thinking and decisions to aid the component's resource management continuity.
  • Exhibit strong organizational and time management skills.
  • Demonstrate excellent writing skills and ability to craft clear, concise request for funding and responses to taskings.
  • Demonstrate excellent oral communication skills
  • Proven ability to interact with customers, senior leadership and program managers in a highly matrixed environment.

Salary Range

USD $160,000.00 - USD $180,000.00 /Yr.

The Markon pay range for this position is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
