This position will function as the Advisory and Assistance Services (A&AS) Finance Manager for the DTRA Cooperative Threat Reduction (CTR) Directorate. CTR works with partner countries to prevent the proliferation of Weapons of Mass Destruction (WMD) and eliminate chemical, biological, radiological, and nuclear (CBRN) threats. This contractor role primarily manages the Directorate’s finances at both a high-level and daily operation.
The CTR Finance Manager is responsible for all levels of finance, including daily oversight, ability to strategically manage three active years of money, provision of long-term recommendations for department finance management, and creation of fiscal year Program Objective Memorandums (POMs).
DUTIES
Serve as lead Finance Manager for the CTR Directorate.
Utilize ADVANA to extract data, verify historical data, and create reports as needed.
Ability to track obligations and de-obligations of O&M funding.
Assess budget transactions for risk and realism.
Update the financial charts for the CTR business meeting.
Update the Funding Profile as needed, and reconcile to JSCBIS/JICAP data provided by FM team.
Update the CTR FM SharePoint site, upload data, and maintain the CTR budget.
Analyze financial data by program.
Manages burn and expenditure rates on existing contracts to mitigate ULOs.
Review the Bi-Monthly Business Meeting Slides and validate the financial information is correct.
Produce the weekly Financial Operations Report.
Develops and leads recurring finance briefings to prepare Government financial management leadership team for Directorate level business meetings.
Create and analyze year-end financial results.
Create year-end cumulative investment charts.
Pull and validate the financial information for input into high-visibility reports such as the Annual Report to Congress.
Liaises between clients and computer engineering teams to translate high-level financial needs into concrete technical tasks.
Maintains overall planning and oversight of the Directorate’s financial calendar and the annual management cycle.
Suggests ways to improve and streamline financial operations.
Support Annual Spend Plan preliminary in July, including creating Excel files for the Spend Plan brief and Program Objective Memorandum (POM) build process.
Pull data for programs’ semi-annual data for reports (end of June/December).
Input financial figures into the Spend Plan briefing for Sr. Leadership.
Run a weekly report for the Web Application Tool (WAT) Spend Plan, and compare the Government’s Defense Agencies Initiative (DAI) obligations to WAT awards.
Update Excel files with current data.
Identifies potential risks and proposes mitigation strategies.
Review WAT Business slides and finance slides for accuracy bi-monthly to support the CTR Business Meeting.
Audit the WAT data for data accuracy across all programs (Central and Global, Europe, Indo-Pacific, Africa, Mission Integration).
Review that cost model data is in alignment with actual obligations/expenditures in DAI financial data.
Provide custom data pulls for request contract Obligations and ULOs.
Addresses recurring and ad hoc budget-related RFIs/RFPs.
Other duties as assigned.
Qualifications

Bachelor’s degree
Active Secret Clearance
3+ years of related experience
Demonstrated knowledge of finance and budget
Demonstrated ability to conduct briefings for senior leaders
Demonstrated ability to write for senior leaders
Strong attention to detail, communication, critical thinking, and problem-solving skills

Master’s degree

Top Secret/SCI Security Clearance
DTRA CTR or Weapons of Mass Destruction (WMD) or Counter WMD experience
