Responsibilities of the Strategic Plans Consultant
EDC Consulting LLC (EDC) i s seeking a Strategic Plans Consultant to support complex deliverables across multiple workstreams for the Air Force Civil Engineer portfolio. This role requires expertise in strategic planning, business transformation, and policy implementation, specifically in the Indo-Pacific region. The consultant will lead efforts to evaluate resource allocation and develop comprehensive contingency plans within the Indo-Pacific area of responsibility, ensuring alignment with the DOD and Air Force objectives.

The Strategic Plans Consultant will:

• Lead strategic planning initiatives to navigate the complexities of U.S. posture in the Indo-Pacific region.
• Evaluate resource allocation to develop comprehensive contingency plans for the Indo-Pacific area of responsibility.
• Maintain Air Force governance and programmatic documents to ensure consistency across Air Force bases in installation support services.
• Provide strategic updates and recommendations to leadership in support of PACAF transformation efforts.
• Enable organizational change management and facilitate policy and program integration efforts.
• Drive the development of plans, engagements, and briefings for high-priority U.S. Indo-Pacific Command concepts and global campaign strategies.
• Facilitate collaboration with the Office of the Secretary of Defense and Joint Staff to integrate Indo-Pacific strategies into the National Defense Strategy.
• Analyze transformation requirements and identify strategic gaps to develop effective solutions within Air Force operations.
• Communicate complex problem sets effectively and provide expert recommendations to senior leaders.

Qualifications:

• Must be local to Hawaii, with hybrid work schedule requiring in-person work at Joint Base Pearl Harbor-Hickam (JBPHH).
• 5+ years of experience in Indo-PACOM, Pacific, or Headquarters Air Force environments.
• Strong problem-solving skills with the ability to deconstruct and communicate complex challenges.
• Experience identifying gaps and developing solutions within Air Force operations.
• Excellent written and verbal communication skills.
• Expertise in strategy and policy development related to the Indo-Pacific region.
• Experience analyzing force presentation, operational campaign communication, and Air Force readiness within client environments.
• Active DOD Security Clearance
