Apogee has an exciting new opportunity for a Senior Acquisition Analyst located at MacDill AFB, FL in support of Special Operations Forces Acquisition, Technology and Logistics' (SOF AT&L) Program Executive Office for SOF Digital Applications. PEO-SDA's vision is to provide USSOCOM a "one-stop shop" for SOF software-intensive digital applications. SDA's sole purpose is to ensure SOF Warfighters receive point-of-need knowledge innovation and the software support to remain the premier information dominance force anywhere, anytime.

This is a full-time opportunity located at MacDill, AFB, FL

Responsibilities

  • Develop research, development, and acquisition management system documentation, to include supporting Statements of Work (SOW), Performance Work Statements (PWS), System Acquisition Management Plans (SAMP), Acquisition Strategies (AS) Acquisition Program Baselines, (APB), Acquisition Decision Memorandums (ADM), test and evaluation plans, fielding and deployment releases, program protection plans, spend plans, Technology Insertion Roadmaps, Transition Agreements, Congressional Briefings and responses to Congressional Requests for Information, and Program Objective Memorandum (POM) planning documents
  • Collect and analyze metrics and requirements from supported organizations
  • Develop elements of program acquisition strategies
  • Support/conduct portions of market research
  • Keep program information current and organize data to submit to management for decision making
  • Prepare reports and briefings on program status, policies and procedures, in support of acquisition program milestones
  • Support cost/benefit analysis
  • Analyze effectiveness and efficiency of program; develop recommendations to improve program operations
  • Answer data calls and inquiries on program policies and procedures
  • Monitor programs to ensure compliance with policies and procedures
  • Manage program POM, budget preparation, and financial execution in accordance with policies and procedures; formulate proposed mitigations to deviations and unfunded priorities as necessary
  • Coordinate program information with personnel
  • Interpret regulations and directives to determine impact on programs
  • Determine requirements; develop goals and objectives to accomplish program mission, support government counterparts to ensure execution of programs in accordance with plans, and modify program policies and procedures based on changes to regulations
  • Research ways to eliminate program bottlenecks and barriers to production; support government counterparts in development of solutions to program issues
  • Oversee the allocation of resources based on program requirements


Qualifications

Minimum Experience:

Citizenship: Must be a US citizen

Clearance: Must have and be able to maintain a TS clearance with SCI Eligibility

Certifications: DAWIA Practitioner (formerly Level II) Equivalency in the Program Management field or ability to attain within 6 months of hire with approved customer deferral

Education: Bachelor's degree in an acquisition, business, or related field

Years of Experience: 14 years working in Federal Government acquisition programs or equivalent defense industry experience

  • 3 years of experience in Military Communications, Signals Intelligence, Information Technology, Sensors, ISR Operations, Sensitive Site Exploitation, or Data Management
  • Working knowledge of the Defense Acquisition System as directed by DoD Instruction 5000.02, "Operation of the Defense Acquisition System"
  • Working knowledge of project management/scheduling software applications such as MS Project
  • Experience with task management systems, proficient in building executive-level briefings, and able to apply acquisition experience to formulation and consolidation of official responses to taskers, RFIs, etc.
  • Knowledge of price and cost analysis sufficient to review proposals, actual and estimated expenditures, and established rates to determine price reasonableness or to determine a negotiation position; ability to properly apply funding rules associated with the obligation of multiple types of appropriations
  • Working knowledge of Agile software development
  • Working knowledge of the Scaled Agile Framework (SAFe) roles and responsibilities for both commercial and DoD applications

Preferred Experience:

Education and Experience: Master's degree in Business or Acquisition and 10 years working in Federal Government acquisition programs
  • Knowledge of SOF-unique acquisition processes is valued
  • Experience staffing SAMPs, APBs, and 70-1 documents for projects, combat evaluations, and studies highly desired
  • Experience staffing FM worksheets for AF9 and DD448 funding, spend plan build development, market surveys, and technical evaluations is highly valued
