In this role you will provide full-spectrum PROGRAM MANAGER support to the A-10 PROGRAM OFFICE within the US Air Force Life Cycle Management Center at Hill AFB AFB, Utah.

Essential Job Functions:

Assist in managing and organizing resources and personnel needed to efficiently and effectively meet the objectives of each task, as well as exploring new approaches as applicable within the performance of these tasks.

Apply an understanding of current DoD and Air Force acquisition instructions, guidelines, policies, and processes. The Contractor shall also support the acquisition program management of full life cycle requirements for systems, subsystems, and equipment.

Assist with the development of documentation including but not limited to MOAs/MOUs, SOOs, PWSs, SOWs, RFPs, UONs, ICDs, CDDs, CPDs, Service/Air Force Core Function Master Plan (CFMPs), AOAs, sustainment metrics, technical reviews, and life cycle cost, modeling, and simulation. The Contractor shall assist in the coordination of documentation between functional resources to include the following: financial, management, procurement, systems/software engineering, testing, and logistics, and assist with the consolidation of their inputs into common documents. The Contractor shall assist in planning for the accomplishment of various program milestones.

Support the review of weapon system contractor proposals as assigned by the Government. The Contractor shall perform, as required, a non-voting, advisory role for weapon system contractor source selections on all acquisition related requirements.

Provide assistance in risk management, project management, process improvement support, and logistics support. The Contractor shall participate in meetings, including but not limited to TIMs, Life Cycle Integration Team (LCIT) activities, IPT activities, Product/Process Improvement Working Group activities, Interface Control Working Groups (ICWGs), and Test Plan Working Groups (TPWGs).

Assist in the collection of programmatic inputs from weapons systems program offices for defining, developing, and managing the acquisition and development/ upgrades to the various aircraft configurations. The Contractor shall assist in determining program progress and effectively communicating recommendations orally and in writing to higher organizational management. The Contractor shall apply program knowledge for developing and coordinating responses to taskers in response to internal and external program inquiries.

Assist in producing or reviewing products for program office use that include BCAs, trade-off studies, estimates for program office acquisition and logistics requirements, written requirements documents for planned acquisitions, and acquisition strategies and plans. The Contractor shall support the program office during MSA, TMRR, EMD, Production and Deployment, and O&S phases, to include all milestone activities.

Assist in providing support for strategic scheduling and planning documentation such as the Integrated Master Plan (IMP) and the Integrated Master Schedule (IMS) and develop and coordinate a reporting framework for event-based activities during the work efforts.

Assist in producing or reviewing products for program offices use that include business case analyses, trade-off studies, estimates for program office acquisition and logistics requirements, written requirements documents for planned acquisitions, and acquisition strategies and plans.

Assist in providing support for strategic scheduling and planning documentation such as the Integrated Master Plan (IMP) and the Integrated Master Schedule (IMS) and develop and coordinate a reporting framework for event-based activities during the work efforts.

Assist in developing program management strategies to include recommending, initiating, reviewing, developing and implementing activities to accomplish Business Case Analysis (BCA), Cost of Ownership analysis (COO), aging aircraft analysis, process documentation, PWSs, Statement of Work (SOWs), Data Item Descriptions (DIDs), test plans, acquisition plans, Life Cycle Management Plans (LCMPs), Life Cycle Sustainment Plans (LCSPs) Engine Life Management Plans (ELMPs), Quality Assurance Surveillance Plans (QASPs), Acquisition Strategy Panels (ASPs), IMPs, IMSs, Aircraft Information Programs (AIPs), and Aircraft Information Management Plans (AIMPs).

Assist in supporting PEG/DAG processes including but not limited to: Monthly Acquisition Reports (MARs), Defense Acquisition Executive Summary (DAES), Selected Acquisition Reports (SARs) and the Senior Officer Communication and Coordination Electronic Resource (SOCCER).

Assist in providing technical support through planning, coordinating, and participating in integrated program reviews and conferences, including, but not limited to, the following: executive, readiness, technical, budget, design, weapon system, requirement working groups, supportability, and management reviews.

In addition to tasks and responsibilities related to the specific project, must perform the various common logistics support duties to enable the accomplishment of the A-10 acquisition mission.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Possess a High School Diploma/GED plus 20 years of experience, an Associates degree plus 14 years of experience, a Bachelor of Arts (BA) or Bachelor of Science (BS) degree, along with 12 years of experience or a Masters degree plus 10 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoD.

An adjudicated DoD Secret Security clearance on the First Day of employment.

Expertise in Government Furnished Property (GFP) management, with thorough knowledge of FAR 52.245.

Experienced in the handling, storage, and maintenance of production tooling.

Proficient in reviewing Plant Clearance Cases and providing clear guidance.

Experience with the following platforms is required:
  • IGC,
  • AMSTARS
  • LTS
  • PIEE

Personnel at the Senior and Subject Matter Expert (SME) level shall possess the advanced knowledge, experience and recognized ability to be considered an expert in their technical/professional field, and possess the ability to perform tasks and oversee the efforts of junior and journeyman personnel within the technical/professional discipline.
