Position Overview:
The STINFO Program Management Analyst is responsible for overseeing the acquisition flow, production, and distribution of scientific and technical information (STINFO) generated or utilized by RG organizations and government contractor activities. This position plays a key role in the development, improvement, and implementation of local STINFO policies and procedures, ensuring compliance with higher headquarters' policies. The STINFO Program Management Analyst acts as the director’s advisor on STINFO issues, and serves as the liaison with higher headquarters' program management officials.
Key Responsibilities:
• STINFO Program Management:
◦ Develop and establish local STINFO policy and procedures, ensuring compliance with higher headquarters' policies.
◦ Serve as the director's advisor on STINFO program issues, ensuring the effective management and distribution of scientific and technological information.
◦ Manage and control the acquisition flow of STINFO, ensuring timely and accurate dissemination.
• STINFO Services & Process Improvement:
◦ Develop new information handling procedures and advise on improvements to existing processes.
◦ Plan and implement improvements to STINFO services, including internal procedural changes.
◦ Maintain a current inventory of STINFO and provide data to higher headquarters as required.
• Regulatory & Policy Development:
◦ Contribute to the drafting of DoD, USAF, command, or directorate regulations, supplements, and directives related to STINFO.
◦ Ensure compliance with policies and procedures for tracking and processing scientific and technical documents (e.g. technical reports, STINFO products, technical orders).
◦ Evaluate and audit STINFO management practices on a regular basis to identify and resolve issues.
• Technical Publications Program:
◦ Manage the technical publications program, ensuring the effective dissemination of information from all research, development, and operational support activities.
◦ Establish procedures for documenting and distributing technical information to the Defense Technical Information Center (DTIC).
◦ Monitor and manage STINFO retrieval databases, ensuring information is accurately documented and transmitted.
• STINFO Database Management:
◦ Oversee the development and enhancement of systems for managing STINFO and support customers through pilot studies and new technology applications.
◦ Maintain current statistics and produce reports on STINFO for DoD and AF as requested.
◦ Develop and monitor a quality control program for STINFO, enhancing program acceptance and effectiveness.
• Program Training & Awareness:
◦ Develop and provide training for management, staff, and all STINFO creators to enhance program acceptance and understanding of program requirements.
◦ Provide STINFO briefings to a variety of audiences, including general newcomer orientations and targeted program manager training.
◦ Promote the STINFO program through an electronic STINFO Bulletin Board, providing information and templates on STINFO functions and requirements.
• Support & Coordination:
◦ Assist STINFO database users with data searches, guides, and determining the availability of scientific and technical data from other sources.
◦ Develop alternative solutions to resolve issues and advise higher management of program discrepancies and trends.
Qualifications & Skills Required:
• Education & Experience:
◦ Bachelor’s degree in Information Management, Program Management, Engineering, or related field (preferred).
◦ At least 5 years of experience in program management, scientific/technical information management, or a related field.
◦ CompTIA Security+ Certificate
• STINFO Knowledge & Expertise:
◦ Strong understanding of scientific and technical information management, acquisition flow, and distribution.
◦ Knowledge of DoD, USAF, and AFSTINFO policies and procedures, including working with the Defense Technical Information Center (DTIC).
◦ Familiarity with developing and maintaining STINFO-related databases.
• Communication & Training Skills:
◦ Excellent written and verbal communication skills, with experience preparing briefings, reports, and other documentation.
◦ Ability to develop and present training materials for diverse audiences.
◦ Strong interpersonal skills, capable of collaborating with multiple stakeholders across organizations.
• Soft Skills & Work Environment:
◦ Strong analytical and problem-solving abilities, with the capacity to develop solutions to program challenges.
◦ Ability to work independently and manage multiple tasks while maintaining attention to detail.
◦ Comfortable working in a dynamic and evolving environment with shifting priorities.
Travel Requirements:
• Occasional travel may be required based on project needs.
Other Duties:
• Additional tasks may be assigned as necessary within the scope of the STINFO program management.
