In support of the of the US Mission to the United Arab Emirates (UAE), Cherokee Nation Solutions Link, LLC (CNSL) operates the Diplomatic Support Division (DSD) that provides supplemental International Cooperative Administrative Support Services (ICASS) to the Department of Defense (DoD) and Department of Homeland Security (DHS) US Direct-Hire (USDH) personnel, uniformed military, contractor personnel and other agencies and programs operating in the UAE under Chief of Mission Authority. The DSD provides program management and facilitation; customer service and support; residential leasing and maintenance; vehicle leasing and maintenance assistance; shipping and customs; procurement and property management; travel, mailroom, and financial management services.
Compensation & Benefits:
Estimated Starting Salary Range for Program Manager: Pay commensurate with experience.
Full-time benefits include Medical, Dental, Vision, 401K, and other possible benefits as provided. Benefits are subject to change with or without notice.

Program Manager Responsibilities Include:
- Residential Leasing & Facilities Maintenance, to include but not limited to locating and evaluating properties to ensure compliance with USG location, safety, health, security and space regulations; negotiating lease terms with the landlord or agent; enforcing provisions of the lease with the landlord; renewing leases in compliance with UAE law; ensuring all facilities maintenance is handled professionally and in accordance with ICASS Standards, the Department's Foreign Affairs Manual and Handbook, as well as Embassy policies and procedures.
- Shipping & Customs, including but not limited to arranging for shipment packing, crating, forwarding and receiving (in the UAE) of official and private effects; completion of required customs and shipping documents, forms, letters, etc.
- Travel Services, to include but not limited to assistance with arrival and departure of personnel and/or families; processing flight reservation requests; and assisting in obtaining visas for official travel.
- Procurement & Administrative Supply, to include but not limited to assistance in the purchase of all basic office and IT equipment, and supplies for DSD agencies and customers; securing maintenance of said equipment; procurement of furniture and appliances required for DSD agencies; and procurement and maintenance of accounts associated with official mobile phones and service.
- Property Accountability and Management, to include but not limited to assistance with purchasing, receiving and tracking through annual inventories office furniture, furnishings and equipment and/or official residential furniture, furnishings and equipment.
- Vehicle Procurement and Maintenance Assistance, including but not limited to assistance with vehicle purchasing, leasing, maintenance tracking, and vehicle fleet management for non-armored, official passenger vehicles.
- Mailroom Services, to include but not limited to mail sorting and receipt at the Embassy, distribution to clients and operating a mailroom to facilitate outgoing mail.
- Financial Services, to include but not limited to preparing cost estimates for agencies, monthly summary reports, and end-of-year financial reports; processing reimbursements; vouchering; invoicing; and account services.
- Customer Support Services, to include but not limited to providing a check-in orientation for new clients and check-out for departing clients; provides guidance and direction to the appropriate DSD section to the Client for all departure-related processes.
- IT Support Services, to include but not limited to maintaining an internet-based application where clients can input requests and inquiries related to the services specified within the Contract and providing a feedback mechanism by which clients can provide feedback on services.
- The Program Manager guides and directs the efforts of the Deputy Program Manager and provides recommendations regarding the functional areas for residential leasing and facilities maintenance; shipping and customs; travel services; procurement and administrative supply; property accountability and management; vehicle procurement and maintenance assistance, mail distribution.
- Performs other job-related duties as assigned
Program Manager Experience, Education, Skills, Abilities requested:
- The ideal candidate will have served as a General Services Officer, or in a similar role, supporting large groups of DOS, DOD or other government agency personnel with basic administrative and life support services.
- Bachelor's degree in a business administration, management, logistics or related field is required.
- Must have at least five years experience in a similar management role, in the UAE.
- ICASS experience is a definite plus, as is experience as a Foreign Service Officer or employee.
- Arabic language proficiency is a plus, but not required.
- Significant and directly applicable experience may be substituted for education requirements.
- Must be motivated and able to work independently with minimal direction and supervision.
- Exceptional written and oral communication skills, both in academic and professional environments are required.
- Must be able to multi-task efficiently, work in a fast-paced environment, and have a strong attention for detail.
- Certificates, Licenses, Registrations: Certification as a Project Management Professional is a plus.
