About The Role

Peraton is seeking an experienced Human Capital Policy and Strategy Planner to provide expert advice and analysis to the Assistant Director of National Intelligence/Human Capital (ADNI/HC) and the Intelligence Community Human Capital (ICHC) Office. The successful candidate will possess a deep understanding of workforce policy and strategy, extensive experience in legislative analysis, and the ability to effectively collaborate with senior government leadership. This role requires a highly skilled professional who can navigate complex policy landscapes and provide actionable recommendations to influence national intelligence priorities.
  • Workforce Policy and Strategy Advisory: Advise the ADNI/HC and ICHC Office on human capital policy and strategy, ensuring alignment with national intelligence objectives.
  • Legislative Review & Impact Assessment: Conduct detailed reviews of proposed and enacted legislation impacting the ICHC, develop impact assessments, and create actionable implementation plans.
  • Congressional and External Taskings: Lead responses to Congressionally Directed Actions (CDAs), Government Accountability Office recommendations, Inspector General audit reports, and other relevant taskings. Research historical responses to similar requests to ensure thorough and accurate deliverables.
  • Collaboration and Coordination: Guide ICHC in drafting responses and facilitate intra- and interagency reviews for input and concurrence, ensuring timely and accurate alignment with policy objectives.
  • Annual Reporting and Data Calls: Respond to ICHC-related sections of the Congressional Budget Justification Book and other annual reporting requirements. Coordinate and track data calls to ensure proper compliance and reporting.
  • Cross-Departmental Collaboration: Foster collaboration with the Office of Legal Counsel, Office of Legislative Affairs, ICHC Executive Secretariat, Chief Financial Executive, and other relevant entities to ensure a unified approach to ICHC activities.
  • ICHC Legal and Policy Analysis: Analyze ICHC-related authorities in law and align them with programs, activities, and functions within ADNI/HC and ICHC.
  • Briefing and Executive Materials: Develop high-level briefing materials, executive summaries, policy analysis, talking points, memos, and other critical documents for senior leadership decision-making.
  • Tasking Tracking & Status Updates: Maintain accurate, up-to-date information on pending ICHC taskings and communicate status updates, recommended actions, and deadlines to leadership.

Qualifications

Required Qualifications:
  • Active TS/SCI Security Clearance with Polygraph: Must hold an active Top Secret/Sensitive Compartmented Information (TS/SCI) clearance with polygraph.
  • Education & Experience: A BS/BA degree with at least 18 years of relevant experience.
  • Communication Skills: Excellent written and verbal communication skills, including the ability to prepare and present clear, concise reports and briefings.
  • Time and Priority Management: Demonstrated ability to manage competing deadlines and priorities while ensuring quality and timely deliverables.
  • Policy and Strategy Analysis: Extensive experience in policy and strategy analysis, with a strong ability to translate complex information into actionable recommendations.
  • Intelligence Community and/or DoD Experience: A deep understanding of the Intelligence Community (IC) and/or Department of Defense (DoD) operations and priorities.
  • Legislative and Statutory Research: Ability to conduct thorough legislative and statutory research to assess the implications for ICHC operations and strategy.
Desired Qualifications:
  • Executive Support Experience: Previous support to an Executive Secretariat, Chief of Staff, or other senior government office, particularly in a "Front Office" or c-suite level capacity.
  • Briefing Senior Leaders: Experience in briefing senior leaders and decision-makers, with an ability to convey complex information clearly and effectively.
  • Artificial Intelligence Utilization: Familiarity with utilizing artificial intelligence tools to analyze lengthy documents and extract actionable insights.
  • Legislative Experience: Experience analyzing the National Defense Authorization Act, Intelligence Authorization Act, CDAs, and other legislation affecting the Intelligence Community.
  • Familiarity with IC Policies: Knowledge of the Consolidated Intelligence Guidance, Intelligence Community Directives (ICDs), IC Strategies, and other policy issues affecting the Intelligence Community.

Details

Target Salary Range: $135,000 - $216,000. This represents the typical salary range for this position based on experience and other factors.
