Job Requirements

(Mission Management and Mission Integration )

Desired experiences :
  • Assist aligning processes and technology to enable information sharing by analysts and organizations for analytic production. Uses centralized and peripheral databases, content management, records management systems and shapes workflow and processes. Compiles reports on performance and usage metrics and future requirements for existing knowledge management capabilities including, but not limited to, search, discovery, storage and retrieval of data and formal production and taskings. Disseminates intelligence products across separate networks and portals.
  • Deliver expertise regarding intelligence production in support of DIA and Joint Staff planning primarily with regard to transnational terrorism and secondarily to review DIA regional terrorism functional support plans as they relate to CCMD Concept of Operations in order to identify DIA tasking requirements and gaps between transnational and regional lines of effort.
  • Demonstrate ability to utilize military matrix-planning techniques, mission analysis and resource analytics utilizing DoD Joint Publications as the foundation to provide outcome measurement and evaluation.
  • Demonstrate comprehension of logistics management support, information disclosure support and staffing procedures necessary for expedient communication and coordination with various echelons and partner organizations and offices.
  • Support the coordination and consolidation of divisional inputs for the review and updates of the Quarterly Defense Intelligence Analysis Program Workforce Alignment and Quarterly Defense Readiness Reporting System Assessments.
  • Support the coordination and consolidation of DIE-CT Inputs for enterprise wide CT support to the national intelligence manager (NIM)- CT and the annual DIE-CT capabilities state of the mission review.
  • Support the management of NIM-CT analytics and collections requirements and structure the DIE-CT review to include enterprise- wide coordination and consolidation of inputs and development of structured data-driven studies to assist DIE-CT mission management staff with identifying and evaluating decisions on CT intelligence support to future investments, policy, and operations.
  • Demonstrate ability to conduct systems and resource analysis, to include the ability to lead teams in researching multifaceted or critical problems. Provide guidance in selecting, designing, and applying analytic methodologies.
  • Demonstrate familiarity with the overarching DIA, to include the Directorate for Analysis, Directorate for Operations, Science and Technology, CCMDs, J2, and service intelligence architectures.

Sr. Knowledge Manager

(Mission Management- Intelligence Production & Dissemination)
  • Demonstrate ability to publish content regularly and within requirements driven deadlines in formats including Microsoft Office tools , e l ectronic / soft copy matrices and/or web - enabled formats. Submits products for publication in CORE. Links published products to NCTC Current. Disseminates products via email (to the Executive Support Office and general distribution lists). Disseminates warning products.
  • Assist aligning processes and technology to enable information sharing by analysts and organizations for analytic production. Uses centralized and peripheral database, content management, records management systems and shapes workflow and processes. Compiles reports on performance and usage metrics and future requirements for existing knowledge management capabilities including, but not limited to, search, discovery, storage and retrieval of data and formal production and taskings. Disseminates intelligence products across separate networks and portals.
  • Work with counterparts in other departments to update and maintain content accuracy. Identifies information included in the product that is not substantiated by the cited sources. Verify that all cited sources with all required information are in the source packet with the extracted information highlighted. If a source packet is incomplete, returns the source packet to the author for updating or research the source and copy and paste it into the source packet if time allows. Ensures that all sources are cited in accordance with the sourcing defense intelligence analysis guide or other agency standards. Ensures that all text is marked with correct security classifications. Verifies that the classification authority block in the first page footer is complete and correct. Validates that in the text source characterizations (i.e., "according to SIGINT, " etc.) have a corresponding source citation and vice versa unless sanitization is required for foreign disclosure.
  • Maintain records of dissemination; produce metrics, graphics, and briefings to support production management and mission management functions.
  • Ensure that all sources are cited in accordance with the Sourcing Defense Intelligence Analysis guide or other agency standards. Verifies that the classification authority block in the first page footer is complete and correct. Validates that in text source characterizations (i.e., "according to SIGINT," etc.) have a corresponding source citation and vice versa unless sanitization is required for foreign disclosure. Possess general information systems experience with SIPRNet, JWICS, and standard IC message traffic retrieval systems, as appropriate; demonstrate ability to learn to use and support other tools that may be added or developed as the program evolves, with emphasis on information sharing and protection of Government information.
  • This task may require support outside of the Task Order core hours, including the absolute flexibility to respond to urgent dissemination timelines.
  • Highly desired but optional skills: capability to visualize production metrics using Tableau.

Sr. Knowledge Manager

(Requirements and Tasking)
  • Assist aligning processes and technology to enable information sharing by analysts and organizations for analytic production. Uses centralized and peripheral databases, content management, records management systems and shapes workflow and processes. Compiles reports on performance and usage metrics and future requirements for existing knowledge management capabilities including, but not limited to, search, discovery, storage and retrieval of data and formal production and taskings. Disseminates intelligence products across separate networks and portals.
  • Review and clarify tasks and requests for information directed to assigned organization. Coordinates adjudication , acceptance and tasking within assigned organization.
  • Coordinate response to tasking / requesting organization to ensure effective , accurate, and timely requirements processing. Ensures tracking from initiation through completion of all tasks / requests via designated task management systems and processes.
  • Support the government in preparing FOIA requests. Produce tasking metrics , graphics and briefings.
  • Posses general information systems experience with SIPRNet, JWICS, and standard IC message traffic retrieval systems, as appropriate: demonstrate ability to learn to use and support other tools that may be added or developed as the program evolves, with emphasis on information sharing and protection of Government information.
  • Shall understand and apply IC guidance/directives, to include the latest CAPCO classification and FOIA release guidance.

Sr. Knowledge Manager

(Data Management)
  • Provide a full range of intelligence and administrative support to assist analysts. Activities include, but are not limited to, building and maintaining database; monitor intelligence, and Managing organizational distribution lists. Share groups/Calendars, and shared drives. Produces metrics, graphics, and briefings as required to support production management and mission management functions.
  • Assist the organization with aligning processes and technology to enable information sharing amongst analysts and organizations to enhance analytic production. Provide training on various analytic tools as needed.
  • Capture, facilitate, clarify, and champion organizational IT functional requirements through the appropriate organization.
  • Maintain records management and process improvement as needed.
  • Manage/ create/ modify DCT SharePoint sites and the processes they support.
  • Serve as an informal IT Help Desk to provide assistance/ help Facilitate resolution of internal customer IT issues With the appropriate group.
  • Facilitate internal and external customer support for DCT systems (e.g., problems, Account access, request for information, etc.).
  • Perform Data Transfer Officer (DTO) duties; provides cross domain data transfer and intelligence dissemination support, systems high to low transfers between JWICS, SIPRNet, and other U.S. and Allied/ Partner systems; complete Government provided DTO training in order to assume duties.

Requirements:
  • Minimum 12 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years.

Desired education:
  • Master's Degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education: or have a bachelor's degree related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education and an additional 5 years of related Senior experience for a total of 17 years, as a substitute to the master's degree.

Security Clearance:
  • Security clearance required TS/SCI with CI POLY or the ability to obtain CI POLY.
