ASRC Federal is seeking a Program Manager to support a DOE customer located in Washington, DC.
Work arrangement: Onsite
Clearance: Must be a US Citizen to obtain/maintain a Q clearance. Must successfully pass a government issued background investigation.
Job Summary:
The Program Manager is responsible for monitoring all contract activity, maintaining senior-level client relationships, and managing programmatic risks and dependencies. The role involves directing Project Managers, providing technical and administrative support across multiple IT domains, and ensuring compliance with federal and state regulations. The Program Manager will also prepare briefing materials, support audits and reviews, and provide regular status reports. The ideal candidate possesses a bachelor's degree in a relevant field, at least ten years of experience, and preferably a PMP certification.

Key Responsibilities:
Contract Activity Monitoring:
- Monitor all contract activity, including task order issuance and responses, and any subsequent requirements derived from customer need or federal mandate.
- Maintain and manage the client relationship at senior levels of the client organization.
- Promote communication among client stakeholders.
- Manage programmatic risks and dependencies.
- Monitor the health of the program, ensure consistency among strategic service delivery, and address all inquiries regarding contractual matters.
Team Leadership and Direction:
- Organize, direct, and manage contract operation support functions involving multiple complex and inter-related project tasks.
- Provide overall direction to Project Managers and programmatic support staff.
- Manage teams of contract support personnel at multiple locations.
- Meet with customer and contractor personnel to formulate and review task plans and deliverable items.
- Ensure conformance with program task schedules and costs.
- Prepare or direct the preparation of briefing materials suitable for presentation to client senior staff, executive staff, and committees.
Technical and Administrative Support:
- Provide expert advice, assistance, and cost-effective solutions to respond rapidly to critical IT management issues.
- Support audits and management reviews and cooperate with other customer programs and federal oversight groups.
- Provide technical and administrative support for Cybersecurity, Mission Systems, IT Capital Planning, IT Strategic Planning and Architecture, Records Management, Artificial Intelligence (AI), Data Analytics, Geospatial Data, Green IT, and Video Conferencing, IT Asset Management, and Travel Support.
Reporting and Compliance:
- Provide a Monthly Status Report covering all tasks to the CO, Contracting Officer's Representative (COR), and Technical Monitors.
- Ensure the report includes accomplishments, planned activities, key issues/issue resolution, and compliance.
- Provide documentation verifying compliance with all applicable federal and state laws, statutes, codes, rules, regulations, executive orders, and agreement documents.
Performance Standards:
- Ensure the delivery of all services and deliverables identified in the PWS in a timely, complete, effective, and efficient manner.
- Demonstrate a commitment to quality in the preparation of all deliverables required by the contract.
- Adhere to and follow all applicable statutes, regulations, and customer orders.
- Ensure that personnel assigned to the contract have the skills required to perform the PWS requirements.
- Conduct personnel with professionalism expected in a government office environment.
Qualifications:
- Must possess at least a bachelor's degree or equivalent in Computer Science, Software Engineering, Business Administration, Management, or another scientific or technical discipline.
- Must have at least ten (10) years of relevant experience.
- PMP certification is strongly preferred.
- Must be a US Citizen with ability to obtain/maintain a government issues clearance. Active Q clearance, desired.
- Must successfully pass a government issued background investigation.
