We are seeking a knowledgeable and innovative Knowledge Manager to join our team. The ideal candidate will have more than a bachelor’s degree (but preferably a master’s degree) of science in Business Analytics, Strategic Intelligence, Information Science, Data Science, Information Systems, Library and Information Science, Data Management and Analytics, Information Technology, Knowledge Management, Business Intelligence, or closely related field; or 7 + years minimal experience in these fields of study or supporting DoD geospatial and all-source analysis, research, and production.
Certifications or training in metadata tagging, data cataloging, and metadata management. Knowledge and experience using open standards metadata management tools such as Apache Atlas; Microsoft SharePoint taxonomies; International Standards Organization (ISO) standards for metadata such as ISO19115 for Geospatial Information Systems, ISO 15836 for Dublin Core cross-domain resource description elements, and ISO 8000 for data quality. DoD and IC metadata standards such as U-Core, National Information Exchange Model (NIEM), and DoD Discovery Metadata Specification (DDMS); Microsoft Azure compatible metadata management tools such as Azure Purview, Azure AI, or Databricks; and Data Catalog Vocabulary (DCAT) metadata standards.
Requirements
· Experience with lifecycle management metadata, such as performing document or data level audits, revisions, and recalls; or establishing source citations, confidence-levels and intellectual property restriction notations.
· Working knowledge of automated workflows to streamline governance processes and enhance data discoverability and lineage tracking.
· Familiarity with the World Wide Web Consortium (W3C) standards and tools for ontologies, including SPARQL for querying RDF datasets, and Apache Jena, the open-source Semantic Web framework for Java, to manage and query complex datasets, object-based entities, and geospatial layers.
· Key technical skills include entity resolution, data linking, and metadata tagging workflows. Strong analytical problem-solving abilities, attention to data integrity, and adaptability to emerging technologies, along with the capacity to work cross-functionally with data scientists, GIS and all-source analysts, and other knowledge domain team members.
· Proficient in data quality management, understanding data quality dimensions such as accuracy, completeness, and consistency, and be familiar with audit processes and tools for data quality checks to conduct data quality audits.
· Skilled in analytic tradecraft and quality assurance processes, with knowledge of commercial, DoD, and IC industry standards such as ICDs, NSG, and the DoD VAULTIS Framework to develop and measure the quality of analytic tradecraft statements.
· Skilled in auditing techniques specific to analytic tradecraft and be able to document audit findings and recommendations clearly and concisely.
· Experience with metadata management, workflow management, and data sharing protocols to develop standards for metadata and workflows for sharing unclassified reports.
· Capable of managing and assisting with access to research information including the procuring access for analysts and gaining feedback from analysts on the utility of access to data from data brokers such as Dun & Bradstreet, LexisNexis, and Thomson Reuters, and unclassified academic research broker services like EBSCOhost, DeepDyve, Gale, JSTOR, and ProQuest.
Duties:
Shall maintain a registry of all unclassified publicly and commercially available data used by analysts to create unclassified research reports and associated data layers.
Shall check all unclassified publicly and commercially available data used by analysts to create unclassified research reports and associated data layers for the presence of USPI/PII, and provide results to the COR.
Shall create a data catalog record for each data set used by analysts to create unclassified research reports or associated data layers in accordance with DoD and IC data catalog metadata attribute standards found in DoD and IC guiding documents such as the 21 October 2024 IC Data Reference Architecture.
Shall develop, deliver, and execute a process for auditing data quality of the data used to create unclassified research products based on the VUALTIS Framework, and DoD and IC data catalog standards.
Shall document the inspection of the data quality used to create unclassified reports, and new or enhanced data layers produced as a result of the unclassified research and analysis.
Shall document and track the data quality of all data sets used to develop unclassified research products based on DIAAE dan NSG standards, tradecraft notes, and the DoD VAULTIS Framework.
Shall develop and implement an analytic tradecraft summary (ATS) statement standard template.
Shall document the standards for measuring the quality of analytic tradecraft statements for unclassified products.
Shall deliver a report of the quality of ATS statements prior to the dissemination of unclassified research products.
Shall report the discoverability and access for all data layers the analysts used to create unclassified reports at least every 30 days.
Shall develop the metadata that describes the quality of data layers used to create unclassified reports and enable the metadata to be discoverable in EDA dashboards.
Shall purchase access to unclassified publicly and commercially available information for analysts as approved by the COR and provide a quarterly report on the use and usefulness of purchased access, and make recommendations on the continuation, termination, and new access to data broker services.
