Position Description

As a Traffic Management Port Liaison Specialist, you will play a key role in supporting the Army Air Clearance Authority (AACA). You will frequently engage with the shipping community, Air Mobility Command, the United States Transportation Command (USTC).

The ideal candidate will hold an active Secret clearance and possess at least ten years aerial port and or traffic management experience with moving cargo within the Defense Transportation System (DTS, Global Air Transportation Execution System (GATES), Financial and Air Clearance Transportation (FACTS) System, and Air Load Planning and Port Supply Activity requirements). Experience from other DoD organizations is also highly valued. We are looking for a versatile individual with a proven track record of working in high-visibility or mission critical aspects of transportation management independently in all functional areas.

In this role, you will:
  • Support rotational Army units throughout one of the six geographic Unified Combatant Commands.
  • Liaison between shipping community, Air Mobility Command, and United States Transportation Command (USTC).
  • Assist the Customer Support Branch (CSB) with no-hit and frustrated cargo, advancing cargo into the airlift system, diverting and re-routing cargo as required, and monitoring the flow of Army cargo through the aerial port.
  • Assist with resolving frustrated cargo issues, advise shippers of the air clearance processes, applying Greensheets and Purplesheets as needed, and correcting hazardous materials that arrive at the port.
  • Conduct studies involving the functions, resources, program objectives and performance of automated systems which record and transmit transportation data.
  • Correct and or provide the applicable transportation documentation for general, hazardous, and sensitive shipments.
  • Ensure that Presidential Drawdown cargo is processed efficiently and coordinate with port personnel on arrival of drawdown cargo.
  • Develop daily and monthly reports on cargo flowing though the aerial port to AACA leadership and advise leadership on daily operations at the port as needed.
  • Provide movement and other related reports relating to cargo flow through Defense Transportation System (DTS).
  • Provide aerial port agencies with current Army policy and regulations pertaining to cargo movement and transportation funding.
  • Develop the functional systems change requirements in detail to provide ADP computer systems wherewithal to do the ADP analysis and programing.
  • Apply principles of data systems to movements logistical problems and analyzes results for effectiveness as a tool to accomplish transportation analysis and Branch workload.
  • Conduct and prepare studies of existing systems, functional procedures, workflow, availability of information, methods and procedures for control checking and other essential factors; confers with outside organizations or segments involved in assigned projects in order to complete program evaluation.


Qualifications

To be successful in this position, you will have:
  • US Citizenship
  • An active secret clearance
  • HS Diploma/GED
  • Ten (10) years aerial port and or traffic management experience with moving cargo within the Defense Transportation System (DTS, Global Air Transportation Execution System (GATES), Financial and Air Clearance Transportation (FACTS) System, and Air Load Planning and Port Support Activity requirements.
  • Functional knowledge of truck and air load operations, working in a dynamic Aerial Port, military plans and commercial shipping packaging, packaging, marking labeling of general and hazardous cargo for air transportation.
  • Ability to research, identify, analyze and recommend solution to problems.
  • Comprehensive knowledge of a wide range of traffic management aerial port cargo movement concepts, principles, objectives, and methodologies. This includes knowledge and skill in in the principles, practices, and methods of agency no-hit and frustrated cargo, advancing cargo into the airlift system, diverting and re-routing cargo as required, and monitoring the flow of Army cargo through the aerial port, truck and air load operations, joint inspection of rolling stock, palletized/containerized cargo, requirements/limitations i.e. configuration, tiedown procedures and shoring requirements.
  • Ability to work high-visibility or mission critical aspects of transportation managements in all functional areas independently.
  • Ability to communicate orally, in writing and to produce information using computers and software programs.
  • Ability to travel to CONUS and OCONUS locations 25 percent of the time.
  • Advanced proficiency in Microsoft Excel.

In compliance with state and local laws regarding pay transparency, the salary range for this role is $73,552.19 to $119,523.82; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
