Duties & Responsibilities:
- The Security Specialist III - Physical Security Specialist shall ensure that all NGA and industrial areas CONUS and OCONUS meet and have met all DoD and IC standards for processing, handling and storing Sensitive Compartmented Information (SCI) and Collateral classified information prior to formal accreditation as a Sensitive Compartmented Information Facility (SCIF) or security area.
- The Security Specialist III - Physical Security Specialist shall ensure assigned security projects and programs comply with required security governance for physical, industrial, information, and other applicable security disciplines, e.g., IC Directives; DOD directives, instructions and manuals; security standards, national interim guidance, and Executive Orders governing physical, industrial and information security. Examples include but are not limited to: ICD-705 Tech Spec, National Industrial Security Program Manual, DoD Information Security and SCI policies and regulations, and Committee on National Security Systems publications, and provide general guidance of TEMPEST concepts and requirements.
- The Security Specialist III - Physical Security Specialist shall manage and oversee the SCIF and Collateral Area lifecycle from concept, planning, construction, operation and management, mission conclusion, accreditation/certification, and final facility disposition.
- Provide oversight and audit key and lock, GSA container, and alarm testing and maintenance programs in accordance with applicable DoD and IC policy requirements.
- Perform other collaborative duties that are influenced by physical security requirements and standards.
- Coordinate and liaise with NGA, members of the Department of Defense (DoD), the Intelligence Community (IC), and external offices to obtain information, develop solutions, keep abreast of current issues, and communicate with customers to safeguard classified information and NGA programs, and to sustain and advance the NGA Physical Security Programs. Provide technical expertise concerning physical security.
- Manage and operate associated customer service phone lines, email accounts and messages during core hours of operations (0800 - 1600 M-F). Adjustment of hours or operation may be adjusted to accommodate operational and mission needs of NGA Physical and Industrial Security needs.
- Maintain active access and use as directed administration and security electronic software tools, databases and systems to sustain and advance the NGA Physical Security Programs.
- Maintain well organized, complete, current, and accurate records in accordance with agency policy and federal laws (ensure up-to-date records are received from customer, i.e., accreditation packages, approvals, (e.g., database and hardcopy), current and accurate Co-Utilization and Joint-Utilization agreements, collateral area files, status remarks, expirations, inspections, etc. Manage and maintain data entries into community databases, e.g. IC SCIF database, NGA's PeopleSoft database, and locally created database used to track work efforts.
- Prepare and/or review documentation supporting the SCIF accreditation process, compartmented area approval and secure area approval process to include but not limited to Fixed Facility Checklists, Construction Concept Inspection Reports, Accreditation Memorandum, etc.
- Assist NGA and its government and industrial partners in creating and completing security area paperwork to safeguarding classified information and to sustain and advance NGA mission along with the NGA Physical Security Programs.
- Create and present informational briefing and training sessions as indicated by government connected to the NGA Physical Security Program.
- Prepare business and administrative support documents using electronic software tools for efficient and effective program and project management, examples include presentations, written documents, spreadsheets, SharePoint, and other office software tools.
- Provide input and assistance with drafting and maintaining internal NGA policy documents, standard operating procedures, instructional handouts and other forms of awareness and training materials for physical security.
- Reference and use NGA, DoD and IC security directives, instructions, standards, and guidelines to enforce compliance and mitigate security risks.
- Interpret security policy on matters pertaining to processing, dissemination, and controlling of classified materials.
- Create, suggest, generate, maintain, and provide input to an assortment of administrative articles such as weekly activity reports, metrics, meetings (staff and management), forms, briefings, US government response to official taskers and other official responses for required information, and official correspondence to sustain and advance the NGA Physical Security Programs.
- As directed by government, visit government and industrial sites worldwide to inspect facilities, e.g., new construction, renovations, modifications, leased facilities, and security cognizance transfers; validate requirements are being met; and advise security programs at visited location connected to physical security and NGA programs.
- Create trip reports which include inspection, recommendations, items requiring follow through and completion, pertinent travel related information, and acquired or produced threat assessments.
- Analyze complex physical security issues and provide cost-effective recommendations to reduce or eliminate physical security risks or when security requirements impeded mission success.
- Utilize a variety of security and non-security concepts, principles and practices to analyze and resolve difficult and complex issues concerning the NGA Physical Security Programs.
- May be required to be office custodians for access to related security and associated databases, networks and applications as needed to fulfill the mission of the Industrial and Physical Security Division. This includes data entry for office operations.

Knowledge, Skills, and Abilities (KSAs):
Required:
- Documented experience conducting Physical SCIF inspection IAW ICD 705
- Familiarization of generating a Fixed Facility Checklist
- Documented experience writing security reports and creating supporting metrics
- Documented experience conducting risk assessments
- Experience using Microsoft Suite
- Experience providing security briefings/training to non-security personnel on aspects or components of a Physical Security Program
- Ability to sustain prolonged standing, walking and climbing
Desired:
- Generating Security Metrics
- Certifications to include but not limited to: Security Fundamentals Professional Certification (SFPC), Physical Security Certification (PSC), ASIS Certification (any), ICD 705 SCIF Course (government of commercial offering).
- Basic knowledge of use of an Intrusion Detection System
- Familiar with the DoD Key and Lock Program (including safes for storage of classified information)
- Experience in other security discipline (other than physical)
- Past experience as a construction security monitor
- Ability to travel up to 25%
