Duties & Responsibilities:
- The Security Specialist III / HSPD 12 (Military & Homeland Security Presidential Directive 12) Processing shall provide support and maintenance to established PERSEC programs.
- The Security Specialist III / HSPD 12 Processing shall support the execution of the day-to-day NGA PERSEC & Contractor Processing Team program.
- The Security Specialist III / HSPD 12 Processing shall prepare, support and administer PERSEC program briefings, as needed.
- Prepare, write, and present reports/whitepapers, various forms of correspondence, as required.
- Brief SISPI leadership and other NGA KC's regarding the program requirements and regulations.
- Appropriately and accurately maintain and update databases and files (e.g., PeopleSoft security system of records, SISPI SharePoint Page, internal SISP file folders, DISS, RapBack, etc.) with data entry in a timely manner/real time.
- Respond in a timely manner to all telephone and/or email actions, questions, or status inquiries to include checks of internal and external personnel security databases.
- Assist in maintaining distribution lists for customers to contact PERSEC, as needed/required.
- Bring case security issues to the attention of the government Team Leads in timely manner.
- Assist the government PERSEC team to help in developing recommendations for improvement.
- Provide service excellence in guidance and resolution to internal and external customers' questions and inquiries in a timely manner for support to their programs.
- Utilizes a variety of security concepts, principles and practices to analyze and recommend solutions for difficult and complex security issues.
- Document and provide Weekly Activity Report (WAR) actions in the SISP designated template and timeline to the Government Team Lead.
- Assist Program Managers (PMs), Contracting Officers (COs), Contracting Officer Representatives (CORs), and Facility Security Officers (FSOs) to support onboarding of task order personnel.
- Coordinate with external offices that support their program (e.g., OPM).
- Process military orders/Approval to Brief (ATBs) for active duty and reserve personnel within a timely manner once assigned.
- Process requests for military Periodic Reinvestigation (PR) initiation within a timely manner once assigned.
- Support the processing of Continuous Access Authorizations (CAAs) within a timely manner once assigned.
- Respond to Defense Information Security System (DISS) Joint Verification System (JVS) Task Notifications within 5 business days of receipt.
- Process HSPD-12 cases within a timely manner from receipt of SF-85, OF-306, and fingerprints.
- Track submission of HSPD-12 cases to DCSA.
- Other duties as assigned.
Knowledge, Skills, and Abilities (KSAs):
Required:
- Understand and be able to analyze the security repositories (e.g., JPAS/DISS, Scattered Castles, DCSA's NP2 Portal, eQIP, PIPS/CVS).
- Familiarity with the requirements for reciprocation of background investigations and SEAD 7.
- Familiarity with HSPD-12 requirements
Desired:
- Demonstrate experience briefing leadership and other customers regarding program requirements and regulations.
Minimum/General Experience & Education:
- Bachelor's Degree or equivalent experience in a related field to personnel security
- Significant experience in personnel security (7-10 years) in the DOD/IC
