RAND Social and Economic Well-Being seeks to actively improve the health and social and economic well-being of populations and communities both in the U.S. and globally, through the strategic application of research and analysis. Our aim is to produce high-quality and consumable research and analysis that addresses critical factors necessary to promote health and social and economic well-being as well as to support decisionmakers and policy influencers in using the best and most practical approaches to solve social and economic problems.
The Social and Economic Well-Being division is seeking a Senior Division Administrator (SDA) to handle a wide variety of detailed financial and/or operational activities with minimal oversight. Reporting to the lead division administrator, the SDA will monitor financial data and manage overhead budgets and research budgets of higher value and greater complexity to support research activities across various contract and grant types, commercial, and foundational clients. The SDA is responsible for administrative tasks which may include conflict of interest reviews, assistance with HSPC related tasks, database management, internal communication facilitation, quality assurance monitoring of QA procedures for research projects, and project description coordination. The SDA is expected to possess a foundational understanding of financial and operational policies, procedures, and practices, enabling them to address internal client requirements and needs proactively. In addition, the SDA is expected to support and contribute to cross-divisional and internal team training, provide some mentoring to less experienced staff, and work on some process-focused improvements, and may serve as point of contact for the division's programs and centers.

May perform any or all of the following duties:
- Manage financial and administrative aspects of overhead and awarded projects.
- Manage division overhead costs, collect data for reporting, and conduct financial analyses.
- Lead project kick-off, midterm, and closing meetings; and troubleshoot issues under supervision.
- Create, revise and review budgets; generate, review, and approve requisitions; and monitor project spend rates.
- Identify changes to approved budgets that require client approval and notification.
- Ensure fulfillment of cost share commitments.
- Monitor expenditures for allowability, allocability and reasonableness throughout the period of performance.
- Ensure proper documentation exists and is retained to support appropriateness of expenditures.
- Review and approve subcontract requisitions and invoices, revising budgets as needed.
- Work closely with various support departments, division management, and research staff to ensure alignment with overall business objectives.
- Develop and communicate reports supporting project status; and may create forecasting models, scenarios, and decision aides for the division.
- Assist with operational responsibilities as needed, such as compliance administration and procedural improvements.
- Serve as primary contact for inquiries from stakeholders (e.g., division management, project leaders and other research staff, and RAND support departments).
- Other Responsibilities
- Provide mentoring, training, and support to less experienced team members.
- Contribute to documenting standard operating procedures and processes.
- Interpret organization and government policies and regulations (FAR, Accounting Standards, sponsor guidelines, etc.) and help junior staff members in interpreting complex policies.
- Identify and recommend process improvements based on feedback from internal customers, cross functional peers, and senior management.
- Perform other assigned tasks as necessary.
Qualifications
- Experience with Microsoft Office, advanced excel; some experience with database and enterprise applications.
- Excellent written and verbal skills dealing with a variety of staff levels.
- Experience working on contracts and grants, federal contracts and FAR (Federal Access Regulations).
- Ability to maintain sensitive and confidential information appropriately.
- Knowledge of various financial and non-financial agreements, and how they influence all aspects of project implementation, administration and compliance.
- Ability to communicate with internal and external partners clearly and effectively, remotely and in person.
Experience
- Minimum of 10 years related experience; 6 years preferred (with bachelor's degree).
Education
- High school diploma required; bachelor's degree preferred in related field.
