Toyon Research Corporation, a research and development defense contractor, is seeking a highly skilled and experienced Senior Contracts Administrator with a proven track record in managing government contracts. The ideal candidate will have a deep understanding of federal contracting regulations, including the Federal Acquisition Regulation (FARs) and defense supplement (DFARS), along with a proven ability to oversee the full lifecycle of government contracts. The Senior Contracts Administrator will ensure that contracts comply with all applicable regulations, mitigate risks, and support the company's strategic objectives. This is a critical position for the company, especially with growth in volume and complexity of contracts. Toyon requires candidates with strong leadership and collaboration skills, as well as extensive knowledge of federal government contracting processes.

The annual pay range for the Senior Contracts Administrator position is $125,000 to $175,000.
The posted pay range values provide the candidate with guidance on annual base compensation for the position, at a full time level of effort, exclusive of overtime, bonus, and benefits-related compensation, over a range of qualifications that may fit hiring objectives. Toyon Research Corporation will consider the individual candidate's education, work experience, applicable knowledge, skills and training, among other factors, when preparing an offer of employment.

Key Responsibilities:
- Manage a portfolio of contracts through the entire program lifecycle, from proposal through closeout
- Prepare cost proposals, collaboratively with project teams, emphasizing conformance to RFP/RFQ, basis of estimate, review assessment (e.g., risk, cash flow), achievable milestones, and adequate fee
- Review and negotiate contract terms and conditions to ensure compliance with FAR, DFARS, other applicable regulations, and company policies, along with mutually beneficial terms to support financial and data rights objectives
- Provide guidance on strategy for bids, negotiation, modifications, amendments, and renewals
- Maintain organized contract records and ensure proper documentation is in place for audits and reviews
- Serve as a subject matter expert (SME) on federal, state, and local government regulations affecting contract bidding, negotiations, and compliance
- Monitor contract performance and advise contract performers to ensure compliance with terms and conditions, identifying and mitigating risks as needed
- Prepare for and support audits by government agencies and internal compliance teams
- Work closely with internal teams, including legal, finance, project management, and business development, to ensure alignment on contract objectives and compliance
- Act as the primary point of contact for assigned government clients regarding contract-related matters
- Provide training and mentoring to contracts staff and other departments as needed
Requirements
- Bachelor's degree in Business Administration, Contract Management, or a related field
- Minimum of 8 years of experience in federal government contract administration
- Extensive knowledge of FAR, DFARS, and other relevant federal acquisition regulations
- Proven experience managing complex government contracts of various types (CPFF, T&M, FFP) throughout the contract lifecycle
- Strong negotiation skills with the ability to resolve contract disputes and issues effectively
- Ability to work independently and manage multiple contracts and deadlines simultaneously
- Excellent written and verbal communication skills
- Strong attention to detail and organizational skills
Preferred Qualifications:
- Advanced degree in business, law, or related field
- Certifications such as Certified Federal Contracts Manager (CFCM) or Certified Professional Contracts Manager (CPCM)
- Experience working with contract management software
