The EMS Planner shall provide Systems Engineering and Technical Assistance (SETA) in support of the U.S. Strategic Command (USSTRATCOM) Joint Electromagnetic Spectrum Operations (JEMSO) mission, contributing to various critical initiatives including joint concepts, operational assessments (OA), Joint Capabilities Integration and Development Systems (JCIDS), and material solutions development supporting U.S., allied, and coalition defense cooperation. The role requires expertise in electromagnetic battle management (EMBM) and JEMSO processes, as well as contributions to the Office of the Secretary of Defense (OSD), Combatant Command, Services, and Agency (C/S/A) concept development and JCIDS processes in alignment with DoD and USSTRATCOM standards.

- JEMSO Mission Support: Provide technical expertise and SETA support to the USSTRATCOM JEMSO mission, assisting with joint concepts and operational assessments to identify JEMSO capability requirements, gaps, and solutions.
- Joint Capabilities and Development Systems (JCIDS): Support the development, integration, and assessment of JEMSO objectives and material solutions within the JCIDS process, ensuring compliance with DoD and USSTRATCOM standards and policies.
- Operational Assessments (OA): Lead efforts to develop, approach, and execute operational assessments to evaluate JEMSO capability requirements and identify potential gaps in accordance with DoD and USSTRATCOM guidance.
- Electromagnetic Spectrum Operations (EMSO) Forums: Provide SETA support in the development and execution of JEMSO objectives in key DoD working forums, including the EMSO Executive Committee (EMSO EXCOM), EMS Senior Steering Group (EMS SSG), C3 Leadership Board (C3LB), and the Military Command, Control, Communications, and Computers Executive Board (MC4EB).
- Research and Development: Conduct detailed research in support of JEMSO and Electromagnetic Battle Management (EMBM) objectives. Provide reports, briefings, and supporting documents in accordance with NATO standards, as well as U.S. and partner nation agreements.
- International Coordination: Contribute to the development of U.S. positions and recommendations in support of regional defense agreements, coordinating with international partners and allied nations as necessary.
Required Qualifications:
- Clearance: Must hold or be eligible for TS/SCI SI/TK/G/HCS clearance. SAP/STO eligibility may be required.
- Experience: Prior experience in electromagnetic spectrum operations, SETA support, or related fields in a defense or intelligence environment, with a deep understanding of JEMSO and electromagnetic battle management.
- Knowledge: Familiarity with DoD processes, including JCIDS, operational assessments, and defense cooperation. Experience with military command structures, electromagnetic spectrum operations, and joint capabilities development is essential.
- Communication Skills: Strong written and verbal communication skills, with the ability to prepare clear and concise briefings, reports, and technical documents for senior leadership.
