Description

Markon is seeking an Operations & Maintenance Program Coordinator/Project Manager to support one of our Intelligence Community customers. This individual will assist the government with project management, requirements development, and stakeholder engagement for a world-wide Facilities Maintenance program.

Responsibilities

  • Receive, track, and coordinate preventative and emergency maintenance support for Defense Attache Office (DAO) facilities located at worldwide U.S. diplomatic facilities
  • Coordinate and integrate maintenance support with agency partners, including U.S. Army Corps of Engineers (USACE), Department of State-Overseas Building Operations (OBO), Diplomatic Security (DS), and other agencies
  • Advise and coordinate with Defense Attache System (DAS) HQ senior leadership, DAO staff, and U. S. Embassy management officials on maintenance status, follow-up actions, and recommendations for future planning strategies
  • Schedule and track preventative/emergency maintenance and repairs for DAO systems
  • Coordinate and assist DAO and U. S. Embassy Facility Managers with troubleshooting of mechanical systems
  • Create scopes of work for maintenance and repairs of DAO mechanical systems
  • Coordinate with Department of State to meet administrative requirements for maintenance support
  • Track Embassy approval cables and messages related to DAO maintenance projects
  • Perform quality assurance / quality control of DAO maintenance activities
  • Input project cost information and maintains audit tracking of the facility maintenance program
  • Maintain past and current records related to DAO facility conditions and inventory
  • Review security detection and access control systems designs with remote troubleshooting capability
  • Track logistical requirements within DOS and DOD controlled channels
  • Review mechanical design drawings to ensure compliance with DAO requirements, ICD-705 standards, and Department of State Overseas Security Policy Board (OSPB) standards
  • Performance of this contract includes worldwide travel including the U.S. CENTCOM AOR and other locations as required for completion of tasks directly related to this scope. Travel averages 10-25%


Qualifications

Required:
  • TS/SCI clearance with CI Polygraph
  • Bachelor's degree plus 10 years, or 12 years relevant experience (no degree)
  • Valid United States Passport
  • Demonstrated experience and ability to efficiently lead technical personnel
  • Demonstrated experience installing, maintaining, and/or repairing mechanical equipment and systems that service office structures
  • The ability to trouble-shoot and perform minor repairs/sustainment on mechanical equipment as a means to maintain safe functionality until major repairs/replacements can be completed
  • Proficiency with Microsoft Office (Word, Excel, PowerPoint, Access, and Outlook) and Microsoft Project
  • Proven leadership and team building skills
  • Strong interpersonal, written, and oral communications skills, including experience with technical writing
  • Excellent decision-making skills
  • Highly skilled in customer service and diverse stakeholder engagement
  • Competence in reading and understanding construction drawings/specifications and knowledgeable in standard construction industry practices
  • Experience with typical U.S. Embassy operations and personnel

Desired:
  • Experience with Department of State-Overseas Building Operations
  • Experience with applying ICD-705 and/or Department of State Overseas Security Policy Board (OSPB) standards
  • Experience using Maximo enterprise asset management software
  • Experience with facilities engineering management that includes facility condition assessments and capital planning, engineering, design processes, Government contracting, building operations, maintenance, repair, construction, utilities, environmental, safety, real estate, and historic properties
  • Understanding of Government Federal Acquisition Regulations (FARS) and Defense Federal Acquisition Regulations (DFARS) related to facilities management


Salary Range

USD $110,000.00 - USD $130,000.00 /Yr.
