Job Overview:
PatchPlus Consulting is seeking a seasoned physical security subject matter expert for immediate hire. The Air National Guard (ANG)/A2 is a dynamic, collaborative work environment among military, government civilian and contractor personnel working toward organizing, equipping and training ANG field units. The contractor shall perform staff support services for portions of the National Guard Bureau’s (NGB) ANG Intelligence and Cyber Effects Operations (NGB/A2/6) and Air Operations (NGB/A3/10) Directorates. This contract supports the NGB/A2/6 ISR, Security and Resources staff and the NGB/A3/10 Strike and C2 staff in meeting the field’s need for funding, training, materials, and equipment.

The Physical Security SME will be responsible for and knowledgeable of the Department of Defense (DoD) Sensitive Compartmented Information (SCI) physical security (PHYSEC) program and collateral information security (INFOSEC) programs. The position will assist the Air National Guard (ANG) units in the accreditation, inspection, and re- accreditation of its Sensitive Compartmented Information Facility’s (SCIFs), collateral secured open-storage areas (secure rooms), and classified processing areas (CPAs).

Responsibilities/Duties:
Serve as the contact at NGB A2/6S for issues involving SCI or collateral security matters; work with DoD, Defense Intelligence Agency (DIA), National Security Agency (NSA), Air Force (AF), 16th Air Force, and other national-level agencies to evaluate, guide, and adjust ANG unit programs to meet changing needs and requirements.

Assist ANG Special Security Officer (SSO) and Director Information Protection (DIP) by researching, interpreting, analyzing, and applying Executive Orders (EOs), Intelligence Community Directives (ICDs), DIA Manuals, DoD Manuals, AF Manuals/Instructions, and Operating Instructions.

Provide support and guidance for PHYSEC and INFOSEC issues for National Guard Bureau (NGB) and ANG units.

Assist the NGB A2/6S with the supervision and management of the SCI PHYSEC and collateral INFOSEC program maximizing productivity and quality.

Assist the NGB A2/6S with the concept approval, pre-construction approval, construction processes, accreditation, inspection, and re-accreditation processes for ANG SCIFs.

Travel to ANG units for SCIF inspections, Personnel Security (PERSEC) training/inspections, site visits, and Site Activation Task Force (SATAF) events.

Ensure the security disciplines of PHYSEC and INFOSEC fully converge in accordance with NGB A2/6S Project Management, Risk Management, and any associated plans to assure that the programs meet mission requirements.

At the government’s direction, coordinate compliance activities between all ANG units and the AF SSO IAW DoDM 5105.21-V1-3.

Oversee the ANG SCI PHYSEC program IAW DoDM 5105.21-V1-3

Oversee the ANG INFOSEC program IAW DoDM 5200.01-V1-3

Work with AF Major Command (MAJCOM) SSOs on SCI policies, directives, and procedures and as directed, disseminate any changes to those policies, directives, and procedures to ANG units.

Assist the ANG SSO and DIP with the management and maintenance of intelligence reference files to include all applicable directives, regulations, manuals, guidelines, reports, and correspondence.

Brief ANG SSO and DIP first, and as directed, all ANG units on new and impending changes to national SCI PHYSEC and collateral INFOSEC policies.

Assist the ANG SSO and DIP with coordinating and conducting SCI PHYSEC and collateral INFOSEC program reviews and staff assistance visits to subordinate organizations withing the are of responsibility and monitor ANG units for compliance with regulatory requirements.

Provide guidance, education, and training required for subordinate organization mission success.

As required by the government, establish and revise methods to review actions quantitatively and ensure legal and regulatory compliance issues and customer concerns are promptly identified and addressed.

Provide guidance, methods, processes, analytics, metrics, and continuous improvement solutions of the SCI PHYSEC and collateral INFOSEC programs to GS/GG-13 peers and senior leaders.

Assist ANG SSO and DIP Branch Chiefs with training Top Secret Control Officers (TSCOs), Program Managers, and Security Specialist on their specific tasks.

As directed by the government, update all security pamphlets, instructions, guidelines, and command policies at least annually.



Requirements:

Clearance: TS/SCI

Associate Degree in Security Management or related field

7 Years of experience (10 years if no degree)

Staff experience

Familiarity with applicable DIA, DoD and MAJCOM manuals

Ability to synthesize information and produce briefings and reports for senior leadership
