Operational Test Engineer

Overview

Modern Technology Solutions, Inc. (MTSI) is seeking a Customs and Border Protection's (CBP) senior Operational Test Engineer to join our team in support of the Department of Homeland Security Customs and Border Protection's (CBP) Office of Acquisition (OA), Systems Engineering Division (SED). CBP OA operates at the CBP Headquarters level and provides oversight and assistance to component acquisition programs within the three operating components of CBP: Office of Field Operations, Border Patrol and, Air and Marine Operations. You will primarily be responsible for assisting with specialized engineering analysis and independent technical analysis.

CBP OA SED provides engineering support to CBP in the following areas:

• Persistent Systems Engineering Planning and Management,
• On-demand Specialized Engineering Analysis in several disciplines including sensor performance and integration, communications, and information system security and on-demand independent technical analysis such as alternative analysis/analysis of alternatives and post-implementation reviews.

This position will be locted at the CBP Headquarters in Washington, D.C.

Responsibilities

As an senior Operational Test Engineer , you will primarily be responsible for assisting with specialized engineering analysis and independent technical analysis. This position will be locted at the CBP Headquarters in Washington, D.C.

Your essential job functions will include but may not be limited to:

• Assist SED in the development of sensor and surveillance system requirements, analyses, and verification methods for technologies including:
  • Seismic, Infrared, and acoustic ground sensors and sensor networks.
  • Ground to ground, air to air, and air to ground surveillance radars to include back-end signal processing.
  • Visible and infrared imaging systems including video processing and compression.
  • The interaction of sensors with real-world environment and prediction and measurement of sensor and system performance.
  • Sensor information display.
• Assist SED in the development of communication systems (voice and data) requirements, analyses and verification methods including:
  • Applications to National Telecommunications Information Administration (NTIA) for sprectrum allocation for communications and surveillance sensors and frequencies.
  • Network service requests for interfaces to and services from DHS-CBP One-Net or similar communication services.
  • Geospatial view-shed and LOS path engineering of communications and surveillance sensors.
  • Wide-band wireless communications systems such as microwave and satellite links.
  • Broadband communications networks such as fiber-optics, Wi-Fi, Wi-Max and Cellular 4G.
  • Narrowband communications networks for systems such as Unattended Ground Sensors.
  • Air to ground communications for airborne surveillance platforms.
  • Agent-centric land mobile radio and relays.
  • Sensor to communication integration and interfaces.

Qualifications

• 3+ years of DoD or Federal-Civil experience in systems engineering.

Desired Requirements:

• Military or Federal Law Enforcement Operations experience.

Education Requirements:

• Bachelor's degree in engineering or other related technical field.

Desired Certification Requirements:

• N/A.

Clearance Requirements:

• Ability to pass DHS CBP Background Investigation (BI).
• Current Secret Clearance (Desired).
• U.S. Citizenship is required for this position.
