This position supports the USCG's Records and Information Management (RIM) Program. The records and information management specialist will write records retention policies, gap analysis, and compliance management, in addition to program management. This includes compliance with Federal and Departmental laws/policies, and fulfilling reporting requirements to Congress, the Departments of Homeland Security (DHS) and the National Archives and Records Administration (NARA).FedWriters is expanding rapidly and has been recognized as a 2024 Top Workplace by the Washington Post, offering excellent growth opportunities in a collaborative environment.

Work Schedule and Location:

Responsibilities
- Acting as liaison between COR and FedWriters
- Collecting and gathering progress reports, reviewing reports, and submitting those reports to the customer
- Conducting gap analyses of the USCG Privacy Impact Assessments (PIAs), Privacy Threshold Analyses (PTAs), and Electronic Information Systems (EIS) to determine compliance with records retention policies
- Working with various program offices to understand records requirements and gather information to update retention schedules
- Supporting the USCG Triennial RIM Assessment
- Monitoring USCG Programs for compliance with federal records regulations
- Preparing written reports of findings and action plans for improvements in accordance with the dates established by the CG-611 program office.
- Working with program stakeholders to review and document information/data collected on USCG websites and information portals to manage in compliance with federal records regulations
- Working with stakeholders to identify and document records contained within PIAs, PTAs, and electronic systems, to determine compliance with USCG and NARA records retention policies
- Identifying, tracking, and documenting which USCG or NARA General Records retention policies are applicable, gathering information needed to document items to successfully obtain NARA approval, submitting to CG-611 for review and approval
- Developing training materials, Microsoft PowerPoint presentations, and related talking points
- Conducting training for all personnel to include senior personnel and Records Coordinators in headquarters and field units
- Preparing correspondence to include newsletters, articles, memorandums, and other agency-wide communications
Qualifications
- Ability to obtain a Public Trust
- 4+ years of program management experience
- Ability to write records retention schedules
- Knowledge and experience in working with government/military records
- Knowledge of NARA database applications Electronic Records Archive (ERA), Archive and Records Centers Information System (ARCIS)
- Ability to read, interpret, and apply Federal policy, directives, and regulations
- Ability to manage multiple projects simultaneously
- Experience using Adobe, MS Office Suite (Excel, Access, PowerPoint, and MS Word), MS Teams, SharePoint, MS Project, and Visio
- Experience drafting policy, point papers, detailed reports, white papers, transition plans, action plans, briefings, training, and PowerPoint presentations
- Experience in basic fact-gathering, research methodology, data collection, and analysis
- Experience in adjudicating programmatic amendments to Federal records retention policies for NARA review and approval boards
- Experience in creating standard operational procedures/tutorials
- Experience implementing/deploying NARA Universal Electronic Records Management requirements
- Experience cross-referencing, researching, and analyzing NARA Federal records retention schedules
