Data Scientist

Work Location: Washington, DC

Kwaan Tech is seeking a highly qualified Data Scientist to join our team in support of the Department of State (DOS) Bureau of Consular Affairs (CA), Office of the Comptroller (C), Oversight and Data Division (ODD) . The Data Scientist will serve as a key contributor to the CA/C's data-driven decision-making efforts, applying advanced data analysis and visualization techniques to support resource allocation and strategic decision-making. The ideal candidate will excel at analyzing large datasets, developing predictive models, and creating visualizations using tools like Power BI and Python to support strategic planning and resource allocation. The Data Scientist will provide advisory services, design dashboards, and assist in identifying trends to improve program performance and mitigate risks across consular programs. This position requires an Active Secret Security Clearance.

Core Duties:
  • Serve as a data expert responsible for providing a broad range of expert data analysis and visualization through the application of data science disciplines and advisory services that support the planning and execution of CA/C programs
  • Access data sources, establish data connections, and pre-process data for analysis
  • Define data requirements and ensure storage, availability, and coherence of electronically stored information meet the organization's needs
  • Implementation, maintenance, and oversight of the data management standards, practices, process, and technologies within CA/C
  • Design data modeling processes, create algorithms and predictive models, and perform ad hoc/exploratory data analysis to support data-driven decision making, including use of advanced analytics techniques such as predictive modeling and machine learning
  • Utilize mastery of a broad range of qualitative and quantitative methods to analyze, conceptualize, and visualize the data generated by a wide range of software and applications
  • Lead data driven analytic activities involving the identification of key indicators for compliance and effective performance critical to mission/business success
  • Manipulate large data sets, perform data mining, and structure raw data using open sources tools such as Python to formulate or recognize patterns to generate new information and unlock information and insights that help the organization better manage risks
  • Utilize analytics tools and artificial intelligence (AI) for data visualization and business intelligence (BI), such as Power BI
  • Design and develop data visualizations and dashboard solutions to provide required analytics insights and BI
  • Assist in the coordination of project planning with other members of the data team and other stakeholders to develop project plans, work to be done, scope, and deadlines
  • Responsible for planning and organizing projects, coordinating with staff if needed, conducting all phases of projects
  • Advise on data integration and its impact on CA/C's analytical toolsets, platforms, and products
  • Identify, evaluate, and recommend technological advancements having a major impact on current and planned automation data processing resources, including software and hardware requirements, in meeting the information requirements of CA/C, including the use of AI
  • Negotiate and defend recommendations and solutions developed by the data team in the context of presenting new management practices to leadership that may involve substantial resources, changes in established procedures, or conflict with objectives
  • Assure that periodic sampling of process/performance data is accomplished to identify data anomalies (i.e., missing input, dates inconsistent with data, numbers too large or small to be consistent with the data, etc.)
  • Provide data analysis and data integrity advice on program issues and systems to data owners/managers to solve problems involving mission, policies, organization, processes, procedures, and methods
  • Operate successfully on remote projects
  • Other duties as required by the team and/or assigned by CA/C leadership

Requirements and Qualifications :
  • Bachelor's degree and at least four (4) years of experience
  • Previous experience in a project or program management role
  • Experience with Python, R, and SQL
  • Experience with data analysis and data visualization
  • Intermediate/Expert knowledge and experience of Excel, Power BI, Power Automate, and PowerApps
  • Demonstrated proficiency with Microsoft Office applications (e.g., MS Word, PowerPoint and Excel)
  • Knowledge and skill applying AI and machine learning
  • Competencies in IT Risk and/or Cyber domain
  • Excellent verbal and written skills
  • Must possess a customer service approach, to include but not limited to people-first attitude, problem-solving, and maintaining the highest standards of personal/professional ethics
  • Knowledge of and skill in use of various virtual meeting platforms to include Microsoft Teams, Webex, and Zoom with the ability to adapt to using other various remote work tools
  • Knowledge of and skill in applying analytical and evaluative techniques in order to plan, schedule, and conduct studies and analyses of management functions or programs
  • Must possess and maintain an Active Secret Security Clearance
  • Must be a U.S. citizen with a valid U.S. passport
  • Must have authorization to work in the United States as defined by the Immigration Reform Act of 1986
