Epsilon Systems is seeking a full time Repair Sector Production Manager in Portsmouth, VA.

Security Clearance- DoD Secret Security Clearance, or the ability to obtain one is required.

Position Summary

Reports directly to the Director of Shipyard Services and Repair. The Production Manager is responsible for successful fulfillment of all contracts both Cost and Firm Fixed effectively using his/her experience in the industry to assign, maintain and lead qualified Trades Craftspersons on active projects. Production Manager will assign personnel to the Program/Project Managers in the performance of ships maintenance and repair projects and track closely day-to-day project progress via the Foreman. The Production Manager will work closely with the Director and Program Managers in planning, scheduling of manpower loading, certifications, production progress and proper tooling for all projects. The Production Manager is directly responsible for the hiring, rate assignment, termination of Trades personnel and coordination of Passports, Security Clearance, DBIDS and or CAC as applicable. The Production Manager will assess resources loads, requests and forecasts to determine the need for temporary staffing. In the event that temporary labor is need to support the requirement, the Production Manager will be the single POC for the Temp Agencies and will coordinate with the Director, Programs and Project Managers to determine the Purchase Order or Subcontract structure to be submitted. The Production Manager formulates training, lessons learned, critiques, responsible for all trades personnel in annual performance reviews and process improvements to ensure work is conducted in the most efficient and productive manner and works with Quality Assurance to provide input for weekly onsite training.

Duties & Responsibilities (including but not limited to):

  • Trades administration including hiring, disciplinary action and training
  • Develop & Maintain Resource Utilization/Forecasting utilizing input from the Programs/Project Managers and Estimating Team
  • Direct and coordinate all production efforts and scheduling assigned
  • Ensure all projects complete on schedule meeting safety, quality, and technical requirements by assignment of experienced, qualified trades personnel.
  • Assign Foreman and Trades Craftspersons to projects.
  • Identify problems in the production flow and ensure that necessary labor, material or support is applied to relieve the issue
  • Resolve technical questions and issues associated within production responsibilities
  • Work with the Resource Administrative Assistant weekly for labor curves and gaps in upcoming work
  • Ensure accountability and economy in the expenditure of manhours and material
  • Develop and maintain a Trades Required Tool list each trade employee is responsible to provide as part of their job.
  • Serve as the liaison between projects and temporary labor staffing agencies to provide required skilled labor during resource overloads.
  • Establish goals, standards and metrics for Foreman and Trades Craftsperson
  • Daily interaction with all assigned PMs for status and issues in person or by phone is required to ensure Trades are performing to expectations and requirements.
  • Utilizing project feedback, provide performance metrics for each Trades Craftsperson
  • Develop and provide training for specific trades skills and qualifications
  • Establish and chair weekly Production Planning Meetings utilizing the provided input for requests
  • Mentor Trades Foreman
  • Mentor and train Trades Craftspersons to move upward to foreman level positions
  • Mentor and train Trades Craftspersons to improve trades skill capabilities
  • Disseminate, maintain and evaluate labor hours daily and provide updates weekly to Project Teams on budgeted hours and hours spent per work opportunity
  • Review, confirm and augment as necessary Job Assignment Cards via the Foreman for each Craftsperson allocated to a project in execution
  • Review/Approval for all Trades Craftspersons timesheets weekly
  • Will perform daily/weekly surveillances of all active projects within the Hampton Roads area to include but are not limited to Naval Bases and Shipyards based on amount of work awarded
  • Provide technical advice and interpretation of drawings, schematics, MIL-STDs, NAVSEA/MARMC/SHIPYARD requirements, production processes, etc. to production personnel
  • Ensure personnel are properly prepared (e.g. required safety equipment, manuals, drawings, certifications, materials, tools, Quality Assurance paperwork and JOBOX requirements)
  • Ensure pre and post job briefs are held to discuss items of concern
  • Will hold a weekly Production Meeting with all Foreman (in person in main facility) concerning personnel per their trade to discuss manhours expended, issues and progress
  • Review JML pre-execution and post-execution to ensure no material receipt issues cause loss of on-site production and that all material not utilized are adjudicated with internal processes and Government direction
  • Must be able to gain access to all major Naval Stations and Shipyards in the Hampton Roads area and must be able to operate and maintain a motor vehicle
  • Will ensure all Foreman and Trades Personnel are held to the Company Foreman and Trades personnel standards and will place personnel not meeting expectations on Personnel Improvement Plans
  • May be asked to interpret any changes to NAVSEA Standard Items per Fiscal Year to ensure the Project and Estimating Teams are in accordance with up-to-date information
  • May be asked to provide the internal Estimating Team assistance with manhours and material in relation to their experience within the industry
  • May be asked to provide manhours and material recommendations and estimates for review by the Project/Program team if opportunities overflow Estimating Team capacity
  • Responsible for reviewing incoming bids and solicitations that are approved to bid by Director to ensure available assets can execute and support work during Period of Performance

Requirements:

  • High school diploma or equivalent.
  • Minimum 15 years' experience in naval and commercial ship repair and maintenance.
  • Minimum 10 years working in and around naval and commercial ship repair and maintenance.
  • Security Clearance- DoD Secret Security Clearance, or the ability to obtain one is required.
  • Pursuant to the various government contractual requirements, all applicants must be a U.S. Citizen
  • Demonstrated understanding of the design and production issues associated with HM&E systems and components in support of maintenance and repair.
  • Ability to read and interpret technical drawings, TVDs, manuals of other industry technical documents.
  • Must be extremely proficient in MS Project, Excel, Word, Outlook.
  • Familiarization and extensive experience with U.S. Navy Continuous Maintenance Availabilities and NAVSEA Standard Items is required.
  • Able to obtain and maintain access to US military and/or government installations.

ADA Notations & Work Environment: The physical demands for this position are moderate. May require some lifting or assistance with heavy equipment. In office time ratioed with production on-site time is 65% to 35%. This position may require to stand for extensive periods of time, in external climates. Must also be able to work long hours and work any day of the week at any time of the day as required to meet customer needs, business objectives and to achieve delivery of service deadlines. The work environment for this job is demanding and potentially hazardous due to work on or inside ships as well as travel around ship repair yard.
