Job Description
Valiant Harbor International is seeking an experienced Quality Assurance/Administrative Assistant to support our efforts for a high-profile program within the Department of the Navy's Human Research Protection Program (DoN HRPP). The DoN HRPP is responsible for oversight of approximately 1,000 research protocols for studies being conducted in world-wide locations within DoN assured commands and the civilian sector. DoN HRPP is responsible for ensuring that research involving human subjects complies with applicable federal regulations, Department of Defense (DoD) directives, DoN instructions, and policies.
The Quality Assurance/Administrative Assistant will lead coordination and oversight of quality assurance and quality improvement activities (QA/QI) to enhance the overall quality of human subjects research conducted; this requires application of a comprehensive skill set that combines administrative efficiency with a keen attention to detail and eye for quality and compliance. This dual role will be committed to ensuring seamless administrative operations while maintaining the highest standards of quality in processes and documentation.
Job Responsibilities
Lead coordination and oversight of quality assurance and quality improvement activities.
Provide executive-level administrative support to senior DoD leadership, including managing multiple calendars.
Manage protocol visits and internal/external events, providing planning and logistical support in compliance with DoD regulations.
Advise staff on administrative and travel procedures adhering to applicable federal, DoD, and DoN guidelines.
Develop correspondence and prepare documentation in accordance with governing instruction(s), perform administrative and records management, and utilize paper/digital information storage systems in support of DoN HRPP operations.
Prepare and manage travel authorizations and vouchers using the Defense Travel System (DTS), including reviewing and approving authorizations and vouchers as a reviewing official.
Coordinate with executives, staff, and subject matter experts (SMEs) to update DoN HRPP policies, procedures, and other guidance documentation.
Standardize processes to ensure tasks are successfully processed/completed.

Requirements and Experiences
Must be eligible for or have a current DoD Secret Security Clearance
A Bachelor’s degree from an accredited college or university and four (4) years of relevant work experience providing administrative support. In lieu of a Bachelor’s degree, a High School Diploma and six (6) years of relevant work experience may be accepted.
Knowledge of applicable federal and DoD guidance concerning official correspondence and documents.
Experience with quality assurance and improvement activities.
Experience drafting senior-level correspondence - drafts of updated policies, guidance, procedures, etc.
Experience organizing and managing senior-level protocol visits, meetings, events, and workshops.
Experience assisting in the preparation of briefings and information papers.
Experience taking meeting minutes and tracking action items.
Strong organizational, attention to detail, and verbal/written communication skills.
Additional Desired Experience and Qualifications
Experience working with senior leadership in government office; experience within the DoN HRPP and/or BUMED desired.
Experience with eIRB.
Experience with DoD funded research.
Experience with DoN HRPP Oversight and Monitoring database or other DoN HRPP information management systems.
Salary Range: $75,000.00 - $85,000.00
