Job Description
Valiant Harbor International is seeking an experienced Training & Education Specialist to support our efforts for a high-profile program within the Department of the Navy's Human Research Protection Program (DoN HRPP). The DoN HRPP is responsible for oversight of approximately 1,000 research protocols for studies being conducted in world-wide locations within DoN assured commands and the civilian sector. DoN HRPP is responsible for ensuring that research involving human subjects complies with applicable federal regulations, Department of Defense (DoD) directives, DoN instructions, and policies.

The Training & Education Specialist will develop, deliver, and assess the effectiveness of training models and curriculum in applied research ethics and human subjects research protection in a blended training environment (on-site/virtual), ensuring compliance with Federal, DoD, and DON requirements.

Job Responsibilities

Provide training and education expertise for human research protections; review and assess DON commands, institutions, and extramural collaborators for compliance with applicable regulations, instructions, and policies for the protection of human subjects in research.
Develop, implement, and maintain a training and education strategic plan that aligns with DON HRPP objectives.
Maintain awareness and advise on emerging issues and changes to Federal, DoD, and DoN regulatory requirements.
Review, assess, and increase the level of knowledge of the command/institution HRPP personnel.
Conduct post-training surveys to capture immediate feedback from participants to assess knowledge transfer and identify areas for refinement.
Capture and analyze long-term metrics, such as the application of training concepts in audits and assessments, to gauge overall impact.
Some travel may be required.

Requirements and Experiences

Must be eligible for or have a current DoD Secret Security Clearance.
Bachelor’s degree or higher from an accredited college or university and four (4) years of experience providing training and education support. In lieu of a Bachelor’s degree, a High School Diploma and eight (8) years of work experience may be accepted.
Experience developing and conducting education and training for internal and external audiences in blended training environments (written, oral, in-person, virtual, etc.).
Experience developing, implementing, coordinating, and maintaining an education and training program for HRPP performers on topics such as:
Updates, revisions, or changes to HRPP regulations, directives, and policy.
Emergent topics based on site visits/assessments
Demonstrated knowledge of key policies and regulator standards, including the 2018 Common Rule and DoDI 3216.02; knowledge of SECNAVINST 3900.39E is desired.
Experience in preparing and conducting program evaluations.
Experience in developing annual training and education programs.
Experience utilizing interactive training tools (e.g., MS Whiteboard, PollEverywhere) and other collaborative platforms.

Additional Desired Experience and Qualifications:

Experience working with senior leadership in the DON HRPP and/or BUMED.
Experience in developing, implementing, coordinating, and maintaining an education and training program to maintain HRPP staff core skills and competencies.
Experience in working collaboratively on government and/or contractor teams.
Experience with DOD funded research programs.

Salary Range: $80,000.00 - $95,000.00
