Duties

  • Responsible for the management and execution of business activities, critical support services, and long range strategic planning for UTDD.
  • Coordinates activities with higher headquarters, conducts extensive staff actions, develops organizational policies and guidance, and provides expert advice to the Principal Deputy, ECCPIO.
  • Oversees unity of Army Research Laboratory's high visibility, dynamic and diverse business and planning programs, functions and processes into a single command strategy.
  • Responsible for planning, developing, analyzing, and coordinating the technical evaluation of current program activities and operations of the UTDD portfolio.
  • Seeks funding and organizational tools to engage cadre of scientists in universities, industries, and other government laboratories.
  • Responsible for monitoring the performance of contract staff performance, to include preparing performance reports and purchase requests for contract task orders.
  • Supervises or performs the task of planning and preparing comprehensive program plans (costs, deliverables, schedules, etc.) for the execution of projects
  • Supervises or performs the task of negotiating and resolving technical issues (e.g. authority, responsibility, engineering compromises, etc) for the organization.
  • Reviews technical accomplishments and statuses of projects to ensure that technical requirements and objectives are accomplished. Manages the executions of funds for the activity.
  • Applying mission level thinking for current and emerging operational and system capabilities
  • Translating stakeholder needs and expectations into technical statements and assessing requirements
  • Responsible for addressing technical data and IP rights early in the life cycle to support design and sustainment requirements
  • Responsible for planning, implementing, and evaluating technical contracting activities including pre-award analysis/requirements and post-award product/service realization for surveillance
Requirements

Conditions of Employment

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Appointment to this position is subject to a three year trial/probationary period.
  • This position requires pre-employment financial disclosure (OGE Form 450) and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position is a Critical Acquisition Position (CAP) with program manager responsibilities and requires a 4-year tenure agreement. Must sign DD Form 2889 (CAP Service Agreement) and execute, as a condition of employment, a written tenure agreement.
  • One year supervisory probationary period may be required.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at the Practitioner level in the Acquisition Career Field Engineering and Technical Management within 60 months of entrance on duty.

Qualifications

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Candidates with Bachelor's Degrees for Scientific and Engineering Positionsto recruit and appoint qualified candidates to positions in the competitive service.

Educational Requirements:

Educational Requirement for 0800 Series
:

A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials(stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.
3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.
4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Educational Requirement for 1301 Series:

A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. (Note: You must attach a copy of your transcripts.)

OR

B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. (Note: You must attach a copy of your transcripts.)

Educational Requirement for 1550 Series:Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. (Note: You must attach a copy of your transcripts.)

In addition to meeting ONE of the Basic Education Requirements above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience:
One year of specialized experience is defined as: 1) Addressing technical equipment or system integration problems and developing resolutions for assigned programs; 2) Prepares project proposals to ensure implementation of the latest advances in state-of-the-art technology: 3) Monitors contractual performance from a technical perspective to ensure program goals are met; and 4) Writes systems integration technical reports for publication and correspondence. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DB-03 or GS-13).You will be evaluated on the basis of your level of competency in the following areas:

- Organizational Awareness
- Project Management

Education

  • This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level DB-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
