Bennett Aerospace Inc. , a subsidiary of Three Saints Bay, LLC, and a Federal Government Contractor industry leader, is seeking a Senior Financial Analyst.

Position Responsibilities:

The financial and accounting support for the NAVSEA Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Programs, as well as for financial and accounting activities associated with Congress, the Small Business Administration (SBA), the Navy, and NAVSEA SBIR/STTR contracting. Experience in managerial and cost accounting, budgeting, funding execution, workload management, contracting and acquisition support, and financial document management is highly preferable. Demonstrated experience in conducting financial analyses to ensure efficient allocation and effective use of financial resources, offering recommendations to enhance operations, systems, and reporting is preferable. Understands the ability to leverage Navy ERP for financial execution tasks. Must demonstrate strong support in the NAVSEA SBIR/STTR business operations and various management activities, including initiatives from the SBA, Department of Defense (DoD), Navy, and NAVSEA, as well as special projects and data requests that could significantly affect the NAVSEA SBIR/STTR Program. Must exhibit financial management expertise, encompassing financial analysis of business programs, cost estimate development, program status reporting, and familiarity with DoD Financial Management Regulation (FMR), Federal Acquisition Regulation (FAR), and the Planning Programming, Budgeting and Execution (PPBE) process.

Position Requirements:
  • Senior Financial AnalystMid-Level
  • Master's degree in Business, Management, or equivalent.
  • At least eight (8) years financial management experience, two (2) years of which must have been in the previous four (4) years, in support of DoD or component-level SBIR/STTR program management; and a minimum of two (2) years supervisory experience.
  • In addition, financial management experience should include financial analysis of business programs, development of cost estimates, program status reports, and knowledge of DoD FMR, FAR, PPBE processes and two (2) years of DoD or component-level SBIR/STTR procurement policies and procedures.
  • Must demonstrate support for the Navy's ERP System contracting actions. Performs more complex analytical and evaluative work requiring a comprehensive knowledge of (1) theory and principles; (2) financial and management organization, operations, and practices; (3) pertinent statutory or regulatory provisions; and (4) related basic economic, accounting, and legal principles.
  • Assists the NAVSEA SBIR/STTR Program personnel and participants with financial tracking, budget formulation, execution, and overall financial support.
  • Must demonstrate support for a variety of management activities including SBA, DoD, Navy, and NAVSEA initiatives, special projects, and data calls, which could have substantial impacts on the NAVSEA SBIR/STTR Program.
  • Excellent communication skills, both written and oral, including demonstrated ability to produce concise and properly edited products that clearly and logically convey complex information and ideas.
