Duties
As a HUMAN RESOURCES SPECIALIST(COMPENSATION/RECRUTMENT AND PLACEMEMT), GS-0201-09/11, you will determine candidate eligibility and performs qualification analysis of eligible applicants. Maintain necessary documents associated with merit placement, applicant pool, Department of Defense (DoD) Priority Placement Lists, and Over-graded Technician Listings. Analyze and apply appropriate Title 32 (Dual Status) and Title 5 qualification standards. Review college diplomas, college credit hours and special licenses to ensure the qualification of candidates meet qualification standards for the occupational series and grade. Advise and support State managers, supervisors, and the Human Resources Officer on recruitment and placement matters for a variety of professional, administrative, technical, and clerical occupations. Plan for and administer the merit promotion and recruitment/placement program. Educate commanders, managers, and supervisors on a wide range of programs, regulations, and policies regarding hiring of federal employees. Respond to inquiries and provides recommendations to resolve complex interrelated HR issues regarding recruitment and placement matters from the serviced workforce and coordinates with NGB-J1-Functional as required. Attend national recruitment and placement workshops. Review and verifies determinations made by lower graded staffing specialists, processing requests for personnel actions and recruit to fill actions. Other duties as assigned.
Telework: ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND PRESCRIBED "UNSCHEDULED TELEWORK"
Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5 day workweek, then a 4 day workweek ( 8 nine-hour days and 1 eight-hour day and an SDO, Scheduled Day Off) to complete the 80 hour pay period. Work schedule is subject to change based on mission requirements.

GENERAL EXPERIENCE : Positions for which individual occupational requirements do not specify otherwise, general experience is 3 years of progressively responsible experience in the following:Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing.

SPECIALIZED EXPERIENCE :
SPECIALIZED GS 09: Must possess sufficient knowledge and skill, equivalent to at least the next lower grade level in the normal line of progression, to apply fundamental HR methods and practices to perform simple to moderately complex, non-controversial, reoccurring work where multiple solutions may exist. Are you able to make informed determinations and judgements on processes and problems of limited scope within the HR staffing specialization.
SPECIALIZED GS11: Must have comprehensive knowledge equivalent to at least the next lower grade level in the normal line of progression, of a wide range of HR concepts, laws and/or regulations sufficient to provide analytical and diagnostic advice to management and organizational leadership. Are you skilled in developing new work methods, techniques, and procedures to optimize and improve daily work assignment processes, analyze issues and recommend interventions or solutions to management related to complex interrelated HR problems.
Education
Combinations of successfully completed post-high school graduate level education and experience may be used to meet total qualification requirements. For the grade of GS 09, below education level will be required if using education and must demonstrate the knowledge, skills, and abilities necessary to do the work.
master's or equivalent graduate degree
