Background Information:
Innovative Defense Technologies (IDT), provider of automated software testing, tactical data analysis, virtualization tactical platforms, and cybersecurity solutions for complex, mission-critical systems for the US Department of Defense (DOD) and commercial customers, is seeking an experienced Senior Program Manager (SPM) to be based in our Mount Laurel, NJ office. You will work with senior leadership and a fast-paced team of mission-focused engineers to solve some of our customer's toughest challenges. Initiative, creativity, reliability, and efficient teamwork will be required to successfully deliver innovative solutions in this dynamic customer space.
Overview:
The Warfare Systems business area is one of six mission critical business units within the IDT organization and is directly responsible for building, testing, and deploying the Navy's next generation of tactical warfare and weapons systems. As the nation enters the 'technology-first' era of warfare, the Warfare Systems group will be responsible for enabling and accelerating the mission critical tactical capability that is delivered to the warfighter. The Warfare Systems SPM will be directly responsible for the execution of critical programs within the Warfare Systems portfolio and lead a team of PMs and engineers. The SPM will guide our customers through tactically relevant and technically innovative solutions to ensure the highest impact to the US Navy.
The SPM will lead a multi-discipline team focused on the DOD's initiatives in support of tactical capability development for Navy surface and unmanned (UxVs) platforms. The Warfare Systems project domains include real-time automated test and analysis, virtual computing environments, Artificial Intelligence (AI) & Machine Learning (ML) based data analytics, cybersecurity, as well as backfit and forward-fit tactical solutions for the Navy's AEGIS Weapon System (AWS) and Ship Self Defense System (SSDS). The successful candidate will be intimately familiar with these Navy systems and fiercely accountable for the delivery of uncompromisingly punctual and fiscally disciplined solutions that not only meet but go above and beyond the expectations of each customer.

Responsibilities Include:
- Ensures that the project plan, scope, work breakdown structure, schedule, risk, budget, and deliverables are in alignment with the project/program goals and objectives as defined by the statement of work
- Develop IMS, POAMs, and staffing plans
- Lead the management and execution of multiple programs
- Serve as a major customer interface for programs within the portfolio with a focus on both program execution and business growth
- Schedule and track deliverables and project costs
- Develop program level project and staffing plans
- Lead and coordinate multi-disciplined engineering teams assigned to each program
- Evaluate program status to ensure progress toward specified program objectives and modifying methodology as required to redirect activities to attain objectives
- Develop and execute business, solution, and product strategies to ensure growth and success of assigned programs
- Support proposal development and cost-estimation for follow-on and new contracts
- Lead and grow a team of less-experienced Program Managers and subject matter experts
Minimum Required Qualifications:
- 15+ years' experience in program management within the DoD
- Candidates should possess a minimum of a bachelor's degree in a relevant field
- The ideal candidate will have experience supporting large programs within at least one of the following: Navy, Army, USMC, Air Force, DISA, or the Intel Community.
Required Skills:
- Experience managing DOD programs.
- Familiarity with DOD Systems and/or Software Engineering processes
- Familiar with complex project planning and execution tracking
- Experience in proposal and cost estimation development
- Versed in and adept with Earned Value Management
- Ability to travel up to 20%
- Interface with DOD and commercial customers regularly to ensure alignment of program expectations, risks, and deliverables, and schedule.
- Ability to work closely with Customers, Program Managers, Chief Engineers, and senior leadership within the organization.
Preferred Skills:
- MBA or master's degree in relevant area
- Familiarity with Navy's Ship Self Defense System (SSDS)
- Experience with DOD Small Business Innovation Research (SBIR) contracts or equivalent
- Familiarity with CMMI Level 3+ processes
- Understanding of US Navy or other DOD platform-level tactical systems and software
- Working knowledge of DOD cybersecurity goals and techniques
- Strong organization and planning skills
- Willingness to mentor and grow talent

- Exceptional communication skills with new and non-technical stakeholders. The successful candidate will listen to new customer problems, identify root causes, elicit initial requirements, and continuously validate requirements throughout solution implementation
- Interdisciplinary experience. The successful candidate will interact with purchasing, program management, engineering, finance, and contracts organizations to execute projects and will need a rudimentary understanding of each of these areas
- Strong organization, planning, and communication skills. The successful candidate will need to teach others to develop plans, build a team to complete the plan, and communicate the plan up and down the organization
- Ability to work closely with Program Managers and Technical Leads to document, manage and communicate systems and software requirements
- Problem-solving skills with the ability to help others navigate ambiguous situations
- Excellence in technical communication with peers and non-technical cohorts

- Domain expertise in any DoD combat-oriented system design, installation, operation, or maintenance
