Job Description
Valiant Harbor International is seeking a Senior Program Analyst (Deputy Program Manager) to provide leadership and expertise in financial planning and analysis for a high-visibility government program at the Office of Naval Research (ONR). This role requires in-depth knowledge of government financial systems, budget cycles, and reporting, along with strong experience in tracking technical and financial milestones. The successful candidate will oversee financial processes, work with cross-functional teams, and train junior analysts to ensure the program’s financial goals are met in compliance with government standards.
Job Responsibilities
Lead and manage financial analysis and reporting activities for the program, ensuring accuracy and compliance with government financial and budget cycles.
Oversee the tracking of technical and financial milestones, ensuring the timely and accurate completion of program objectives.
Manage the program’s financial processes, including planning, forecasting, budgeting, funding execution, performance monitoring, and reporting against commitment, obligation, and expenditure benchmarks.
Provide training and mentorship to junior financial analysts, fostering skill development and process improvement.
Collaborate with cross-functional teams to ensure financial data and reports are accurate and aligned with program goals.
Work directly with government stakeholders to review and analyze financial information and provide support on financial matters as needed.
Ensure compliance with all relevant financial processes and government regulations, and provide insights into financial performance.

Job Requirements
Must have a current SECRET Clearance or the ability to obtain a SECRET clearance prior to award.
Bachelor’s degree in Business, Accounting, or a related field with a minimum of ten (10) years of experience in Government financial and budget cycles, and experience with Government financial systems.
Extensive experience in a financial analyst role and leadership experience in managing and training financial analysts.
Proven experience in tracking technical and financial milestones and reporting against commitment, obligation, and expenditure benchmarks.
At least three (3) years of recent experience with government planning, forecasting, program budgeting, funding execution, performance monitoring, and reporting.
Demonstrated ability to quickly learn financial processes and procedures on the job with limited assistance.
In-depth understanding of government financial processes, including planning, forecasting, budgeting, and performance monitoring.
Familiarity with Navy ERP or similar DOD accounting software.
Desired Additional Qualifications
Five (5) years of Federal grant management experience, with a preference for Department of Navy or Defense experience.
Five (5) years of experience with Navy ERP or similar DOD accounting software.
Experience as a trainer for Navy ERP or similar DOD accounting software.
Advanced computer skills, with particular emphasis on MS Excel, PowerPoint, and associated graphics and presentation development software.
Salary Range: $120,000 - $135,000
