ARServices is seeking a Technical Project Analyst (Systems Integrator) to work in the Reston, VA area.
A Technical Project Analyst (Systems Integrator) will have the ability to develop detailed acquisition strategies and project plans, task tracking products, milestone dates and decisions to ensure proper sequencing of events and budgets throughout the lifecycle management of rapid acquisition projects. The applicant will serve as a primary action officer to coordinate the procedural and administrative efforts for the acquisition of Counter-Weapons of Mass Destruction (C-WMD) projects.
A qualified candidate will perform the following duties and responsibilities, but are not limited to:
Active/current TS/SCI clearance is required.

ARServices is seeking a Technical Project Analyst (Systems Integrator) to work in the Reston, VA area.

The applicant will serve as a primary action officer to coordinate the procedural and administrative efforts for the acquisition of Counter-Weapons of Mass Destruction (C-WMD) projects.
A qualified candidate will perform the following duties and responsibilities, but are not limited to:
- Monitor project cost and expenditure rates, schedule, performance, milestones, and key events for multiple DTRA Research & Development (RD), CWMD projects.
- Coordinate with Service and Interagency Program Managers for DTRA funded projects to facilitate acquisition strategy to include development, evaluation, fielding, employment and ultimate transition to service and interagency partners for lifecycle management.
- Support justification, development, execution, and sustainment of DTRA Counter-WMD capabilities.
- Support oversight and coordinate efforts of assigned projects while identifying and recommending actions to ensure each Counter-WMD project meets or exceeds cost, schedule and performance parameters and identified goals.
- Develop Alternatives of Analysis (AOA's) and conducts novel market research to support CWMD and emerging threat solutions and Course of Action (COA) generation.
- Prepare executive level General Officer/Flag Officer (GO/FO) briefing presentations in support of informational and decisional authority boards.
- Author quality acquisition and financial support documentation, staffs and initiates timely workflow actions for sustainable capabilities, warfighter employment and solution protection.
- Submit weekly/monthly summary of deliverables in support of contract performance requirements.
- Leverage urgent and rapid acquisition policy guidance in support of customer decision making.
- Identify Risk and implements risk mitigation strategies to projects.
- Help manage task order contract deliverables and uploads to appropriate databases and repositories.
- Perform other duties as required.
Active/current TS/SCI clearance is required.
Required Qualifications:
- Bachelor's degree in Business, Finance, Engineering, Science, or Mathematics.
- 7+ years' experience in R&D.
- 3+ years in a Department of Defense Acquisition focused position.
- Experience in DoD Counter-WMD Research and Development project management.
- Extensive experience with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), DoD Directive 5000 series and other DoD acquisition, program management and contracting policies.
- Demonstrated experience in project management.
- Experience preparing reports and presentations to government customers.
- Experience responding to inquiries from customers, management, regulatory agencies, or members of the business community.
- Previous Defense Acquisition Workforce Improvement Act (DAWIA) certification at level 2.
- Defense Acquisition University Program Management coursework.
- Master's degree in Business, Acquisition, Project Management or similar field.
- Demonstrated technical or program experience in one or more of the following areas:
- Materials Science
- Directed Energy / Device Neutralization
- Hyperspectral Imagery (HSI)
- Electro Magnetic Spectrum (EMS)
- Electronic Warfare / Electronic Attack
- Sensors and/or Sensor Integration
- Logistics effects
- WMD process effects
- Non-destructive entry
- Precision CWMD Effects
- Unconventional CWMD
