QSI is seeking a Website Content Manager to support our government client in Washington, D.C. The Website Content Manager shall support the Outreach and Inquiries Division (VO/F/OI) by providing support to the Government working as the Team Lead for the WebUnit, which maintains visa-related content on CA's public-facing website, travel.state.gov, and on CA's intranet site, CAWeb. The WebUnit represents VO in the Web Working Group, which collaborates on the ongoing redesign of travel.state.gov and CAWeb. The WebUnit reviews visa-related content on post and GSS websites and conducts selected post website reviews. The Website Unit liaises with VO and with other bureaus and government agency webmasters with an interest in immigration and visa matters. The WebUnit is central to developing web capabilities for managing data and information more efficiently, making daily work easier and ensuring all web efforts promote/enhance the strategic interests and goals/objectives of CA. Contractors under this LCAT may also be assigned to any VO offices. A Government Manager will provide day-to-day oversight and direction.

Duties/Requirements/Qualifications

Qualifications:
  • Superior organizational skills and work ethic
  • Ability to effectively lead a team of Website Content Coordinators in support of consular web-based initiatives
  • Manage web projects at a headquarters level
  • (Preferred) knowledge and understanding of the laws, rules and regulations pertaining to eligibility for and issuance of a U.S. visa
  • Ability to learn and apply information about visa application procedures and the laws and regulations pertaining to visa requirements
  • Working knowledge of web coding such as HTML
  • Familiarity with web-related applications and programs
  • Familiarity with website analytic tools such as ForeSee and WebTrends
  • Excellent proofreading and technical editing skills, with an excellent grasp of English grammar, spelling, and punctuation
  • Ability to effectively and politely interface with public
  • Ability to maintain composure and objectivity in stressful situations and in dealing with multiple inquiries
  • Communicate effectively and confidently with high-level executives

Duties/Tasks:

The Website Content Manager will assist VO/F/OI in the management of internal and external website content, including, but not limited to, the following:
  • In conjunction with Government Manager, oversees the planning and execution of assignments or projects and resolves problems or deviations in the work according to instructions, policies, previous training or accepted communication practices;
  • Assists WebUnit team with editing, maintaining, and publishing content for the directorate's visa-related potions of both the CA internet site (travel.state.gov), and the unclassified intranet site (CAWeb), based on input of internal stakeholders and needs of external audiences;
  • Provides technical editing (including proofreading, grammar, and punctuation) to website content;
  • Evaluates completed work primarily for accuracy, effectiveness, quality, technical soundness, responsiveness, appropriateness, and conformance to policy and program requirements;
  • Liaises with IT department (both IRM and CA/CST) and external web developers to resolve technological issues and conduct work;
  • Establishes and monitors all website analytics/statistics and uses surveying and other web tools/feedback mechanisms to direct improvement to web presence;
  • Monitors customer feedback messages/comments on website to correct issues and/or identify opportunities for improvement;
  • Responds to inquiries and consult with staff to ensure responses are correct and coordinated;
  • Assists the development and implementation of Web content policy, procedures, and standards;
  • In conjunction with other R/IIP and CA/CST, conducts periodic reviews of U.S. Embassy and Consulate websites to ensure compliance with Post Internet Content Guidelines;
  • Identifies and posts relevant VO cables to internal and external websites;
  • Coordinates with stakeholders (VO, other bureaus, and other government agencies) regarding their visa-related website information as well as web policies and procedures;
  • Consolidates information and obtain clearance/approval for content changes, and then update content through the CMS;
  • Assists on web policy matters. Interpret and apply policy to work products.
  • Utilizes proprietary consular systems such as the Consular Consolidated Database (CCD);
  • Evaluates business processes and workflows, making practical recommendations for process improvements, and assist with implementing and validating any process changes;
  • The contractor shall draft, clear and route for clearance written internal communication; and
  • Assists with other duties as assigned.


Education / Experience Required

  • Bachelor's degree, and
  • Five (5) years demonstrated ability to communicate orally and in writing in an office environment, and
  • Two (2) years of specialized experience in website content management
