Overview
The Program Manager acts as the point of contact (POC) for contract management Business and Operations Advanced Research and Development Support to the Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) Center, Research & Technology Integration Directorate (RTI).
Responsibilities
· Provides planning and supervising support for tasks/functions including requirements definition, project scheduling, management of engineering functions, acquisition, integration, test and evaluation, fielding/installation, and disposition.
· Acts as the point of contact (POC) for contract management Business and Operations Advanced Research and Development Support to the Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) Center, Research & Technology Integration Directorate (RTI)
· Perform overall contract management support to research, develop and mature various C5ISR technologies to include cyber, electro-optic/infrared, power and energy, radio frequency (RF), and network technologies.
· Develop a Program Management Plan (PMP) to establish processes and assign appropriate resource to ensure that employees properly comply with the performance standards outlined in this Performance Work Statement and as required by the Contracting Officer or the Contracting Officer's Representative (COR); manage delivery schedules and manage the ceiling cost for the contract.
· Track and report areas such as Cooperative Research and Development Agreements, Technology Maturity Initiatives, In-House Laboratory Independent Research, Research Development Programs, Quarterly Future Reviews and Small Business Technology.
· Provide technology analyses support to include identification of promising commercial technologies and share insights on how they might address Warfighter requirements.
· Oversee contract support for the design development, integration, installation, testing and evaluation of multiple C5ISR systems and/or components to ensure that components, sub-systems, and systems can be integrated into a system of systems and provide a holistic capability to the end user.

Qualifications
Required:
- A Bachelor's degree in Electrical, Electronic, System or Mechanical Engineering or related field with 10 years' experience or a Master's degree with 8 years' experience.
- Project Management Professional certification with a minimum of five years of direct work experience in technical project supervision and management. OR:
- 10 years' of direct experience providing project supervision and management for technical programs to include direct experience with management of program personnel and planning and supervising major system life cycle support.
- Possess a broad range of technical expertise to analyze Army Sensor Technology needs and to evaluate trade-offs for sensor components, systems and architectures that could be leveraged to meet Army goals.
- Possess a knowledge of Model Based System Engineering
- Demonstrated experience in managing a technical and engineering staff capable of assisting the Government in the integration of COTS, Non-Developmental Item (NDI) and GOTS C5ISR hardware/software/firmware, equipment and systems into ground/airborne platforms, Government facilities and sites.
- Top Secret/SCI clearance required.
Preferred:
- Direct experience with management projects involving multifunctional tasks and substantial complexity.
- Knowledge of Department of Defense acquisition policies (e.g., DoD 5000.02, AR 70-1, DAG, etc.)
