The Space and Intelligence Division provides professional services to the US Space Force, Combatant Commands, Intelligence Community, and NASA. Our work includes enterprise architectural assessments, systems engineering and integration, test, planning and execution, cost estimating and analysis, acquisition support, and cybersecurity. The Intelligence Programs Group (IPG), part of SPA's Space and Intelligence Division, is a specialized provider of systems engineering and trusted advisory services to the Space and National Intelligence community. We utilize mission-proven, data-driven advisory tools and capabilities. We provide highly technical support to ensure the government acquires cutting edge technology necessary for our National Defense. Our portfolio includes the National Geospatial-Intelligence Agency (NGA), National Reconnaissance Office (NRO), and National Aeronautics and Space Administration (NASA). SPA has an immediate need for an IT Portfolio Manager supportting an IC customer in the Chantilly, Virginia area.
Responsibilities
The successful candidate will work as a member of the COLOSSUS Strategy Development and Management team and lead activities to pro-actively and strategically plan and assess the IT portfolio(s) of the customer's organization.
Also, as a functional team member, the candidate may be requested to surge in order to support tasks and projects across the broader COLOSSUS scope according to their specific, personal expertise and capabilities.

The successful candidate will work as a member of the COLOSSUS Strategy Development and Management team and lead activities to pro-actively and strategically plan and assess the IT portfolio(s) of the customer's organization.
- Applying systematic management to large classes of enterprise Information Technology (IT) capabilities to quantify, measure, and evaluate IT efforts against strategic goals and objectives;
- Managing and updating IT portfolio management processes;
- Providing technical assistance to investment and decision support functions, and provide recommendations for resource allocation to improve alignment with strategies and goals;
- Conducting performance management analysis and decision support that realizes routine investment performance (e.g., cost, schedule, and performance) against planned accomplishments through coordinated program reviews with program stakeholders;
- Integrating complementary portfolio functions and information with higher-order federal budget processes and requisition deliverables (e.g., NRO Capital Planning and Investment Control (CPIC), Intelligence Program Objective Memorandum, Intelligence Program Budget Submission), and leveraging portfolio tools/information to address formal and ad-hoc finance related data calls from stakeholders;
- Drafting portfolio-level and program-level planning guidance input, and coordinate input with stakeholders.
Also, as a functional team member, the candidate may be requested to surge in order to support tasks and projects across the broader COLOSSUS scope according to their specific, personal expertise and capabilities.
Qualifications
Required Qualifications:
- Active TS/SCI clearance, with CI Poly at time of application
- NRO or IC (Intel Community) experience
- BS/BA degree with 5+ years of demonstrated performance related to the tasks above
- Ability to excel as a member of a collaborative team through open communication, transparency, and flexibility
- Ability to relate professionally with senior Government customers and colleagues
- Strong written and verbal communication skills
Desired Qualifications:
- Bachelor's or Master's degree in Science, Technology, Engineering, or Mathematics
- Knowledge and understanding of Intelligence Community IT Enterprise (IC ITE) service offerings, architectures, and service adoption
